US Treasury Sanctions Iranian and Russian Entities for 2024 Election Interference

The US Treasury Department has imposed sanctions on entities linked to Iran’s Revolutionary Guard Corps (IRGC) and Russia’s military intelligence agency (GRU) for their alleged attempts to interfere in the 2024 US presidential election. The Treasury accuses these entities of engaging in influence operations and disinformation campaigns aimed at stoking socio-political tensions and manipulating the American electorate. This action underscores the ongoing threat posed by foreign adversaries seeking to undermine democratic processes and sow discord within the United States.

The Iranian entity targeted by the sanctions, a subsidiary of the IRGC known as the Cognitive Design Production Center, is accused of orchestrating influence operations since at least 2023. These operations were reportedly designed to exacerbate existing tensions within the American electorate and advance the IRGC’s agenda. The Treasury Department alleges that the Center played a key role in disseminating disinformation and propaganda aimed at influencing public opinion and potentially disrupting the electoral process.

The Russian entity, the Moscow-based Center for Geopolitical Expertise (CGE), stands accused of spreading disinformation about candidates in the 2024 election, including the use of deepfakes – manipulated videos designed to spread false narratives. The Treasury claims that the CGE directed and subsidized the creation of these deepfakes, including one targeting an unspecified vice-presidential candidate. These actions are part of a broader pattern of Russian interference in democratic processes, leveraging sophisticated technology to spread disinformation and manipulate public discourse.

The Treasury Department alleges that the CGE, under the direction of the GRU, utilized generative AI tools to rapidly produce and disseminate disinformation. This disinformation was then distributed through a network of websites designed to mimic legitimate news outlets, further amplifying its reach and potential impact. This sophisticated approach highlights the evolving tactics employed by foreign adversaries to spread misinformation and sow discord within the American public. The GRU is accused of providing financial support to the CGE and a network of US-based facilitators to maintain the AI-powered disinformation infrastructure.

The sanctions also target Valery Mikhaylovich Korovin, the director of the CGE, holding him personally accountable for the center’s activities. These targeted sanctions aim to disrupt the financial networks supporting these malicious activities and deter future interference. This action reinforces the US government’s commitment to holding individuals and entities responsible for undermining democratic processes. It also underscores the importance of international cooperation to address the growing threat of foreign interference in elections.

This latest round of sanctions follows an annual US threat assessment released in October, which highlighted the growing threat of election interference from Russia, Iran, and China. The assessment emphasized the increasing use of artificial intelligence to disseminate fake or divisive information, demonstrating the evolving sophistication of these efforts.
