The Philippine National Police (PNP) has officially elevated its security posture to the highest level, signaling a comprehensive mandate to protect the public from both physical and emerging digital threats ahead of the upcoming State of the Nation Address (SONA). Following a direct order from President Ferdinand Marcos Jr., transmitted through Interior Secretary Jonvic Remulla, the police force is implementing an integrated strategy that treats cybersecurity as a critical pillar of national stability alongside traditional law enforcement tactics.

A primary focus of this heightened alert is the sophisticated digital landscape surrounding the event. PNP officials, led by NCRPO chief Major General Jose Melencio Nartatez Jr., have identified three specific pillars of cybersecurity concern: the protection of critical information infrastructure, the mitigation of coordinated influence operations and misinformation, and the prevention of online scams that frequently exploit public interest in major national events. Nartatez emphasized that in the modern era, securing digital systems and ensuring the integrity of information are just as vital as physical barricades in maintaining public confidence and order.

To bolster these digital defenses, the PNP is executing a massive physical deployment strategy. More than 20,000 personnel from the National Capital Region Police Office are scheduled to be deployed to secure the Batasang Pambansa and surrounding areas. This deployment is designed not only to ensure the safety of the President and the distinguished guests inside the chamber but also to manage the flow of traffic, protect motorists, and provide a secure environment for protesters—regardless of their political affiliation—to exercise their rights in designated areas.

The operational execution of this strategy relies heavily on inter-agency collaboration. Nartatez confirmed that the PNP has finalized its contingency plans in close coordination with the Armed Forces of the Philippines, local government units, and various specialized law enforcement agencies. This unified approach aims to create a “total security blanket” for the event, ensuring that every variable—from high-profile personalities to the general public and government infrastructure—is protected against potential disruptions.

Adding to the complexity of the security operation is the proximity of the Iglesia ni Cristo’s (INC) 112th founding anniversary on July 27, which occurs simultaneously with the SONA. With the religious event expected to draw thousands of attendees, the PNP is implementing complex logistical measures, including the use of zipper lanes, strategically placed, no-rally zones, and the deployment of specialized civil disturbance management units. These modifications are intended to manage the massive influx of people without compromising the stringent security requirements of the presidential address.

Beyond the immediate vicinity of the Batasang Pambansa, the PNP’s security umbrella extends to several key national landmarks and government sites, including Malacañang, the US Embassy in Manila, the Senate in Pasay City, and the People Power Monument. By securing these high-visibility locations alongside the primary event venue, the police intend to prevent opportunistic criminal activity and neutralize potential threats across the capital, demonstrating a proactive stance in safeguarding both the democratic process and the safety of the citizenry.
