Recent claims made by Romanian Member of European Parliament (MEP) Gheorghe Piperea suggest that the European Union is orchestrating a plot to eliminate physical cash, aiming to exert total control over its citizens. Piperea asserts that the European Central Bank (ECB) and the European Commission are clandestinely pushing for a transition to a “digital euro” by 2029, effectively depriving the public of financial freedom. He argues that this move disregards the 85% of Europeans who support the continued use of banknotes and coins, positioning the digital euro as a tool for systemic enslavement—a narrative designed to stir anti-establishment sentiment and promote sovereignist ideologies.

However, fact-checkers and official EU documentation clarify that these claims are rooted in falsehoods. There is no official plan or intention by the European Commission or the ECB to abolish physical cash. Rather, the digital euro project is intended to serve as a modern, electronic complement to physical currency, not a replacement. The primary goals of this initiative are to modernize payment infrastructure, enhance efficiency, and reduce the European market’s reliance on foreign payment giants like Visa and Mastercard, thereby strengthening economic sovereignty against potential geopolitical instability or private company fee hikes.

Regarding the technical nature of the digital euro, critics often frame it as an incomprehensible or invasive tool, yet it is designed to function as “digital cash.” Unlike traditional bank deposits prone to commercial risk, the digital euro would be a direct liability of the ECB, offering a high level of security. Furthermore, concerns regarding “capping” personal savings are misplaced; official proposals suggest caps only on the amount of digital currency held to prevent market instability. Individuals would retain access to their regular bank accounts for larger sums and overall savings, maintaining the standard financial landscape alongside new digital capabilities.

Piperea’s arguments frequently rely on distorted anecdotes to substantiate his theories, such as claims regarding the abandonment of cash in Germany. While some transit operators have modernized their fare collection systems to limit or phase out cash for convenience, it remains a prevalent and essential form of payment across German society. Similarly, his references to United States policies are misleading; while Donald Trump’s Executive Order 14178 prohibits federal agencies from developing a domestic Central Bank Digital Currency (CBDC), it does not ban foreign digital currencies or prohibit the use of private, dollar-pegged stablecoins, effectively leaving the path open for various digital financial assets.

The accusations also intentionally misinterpret the ECB’s stance on public opinion. Far from ignoring the majority that values cash, the European Commission is actively working on legislative frameworks to legally guarantee the acceptance and availability of physical banknotes and coins across the eurozone. The ECB has openly welcomed these efforts, emphasizing that cash is indispensable to the economy. By suggesting that European authorities “don’t give a damn” about the public, Piperea is propagating a narrative that clashes directly with the stated legislative intentions of the very institutions he claims are acting in bad faith.

Ultimately, this discourse is part of a broader pattern of fear-based rhetoric often employed by political figures to fuel polarization. By recycling debunked theories—such as “digital camps” or the fictitious abolition of private property—Piperea links financial policy to deep-seated cultural anxieties. As a politician with a history of promoting alarmist claims about everything from public health to property rights, his focus on the digital euro appears to be less about monetary reform and more about mobilizing nationalist sentiment against international institutions through misinformation.
