He urged his fellow Filipinos to actively reject the spread of fake news, arguing that such content is intentionally crafted to fuel social division and undermine collective stability.
In his address, the Speaker expressed profound concern over the vulnerability of both the youth and the adult population within the digital sphere. He noted that children are frequently exposed to violent, explicit, and age-inappropriate material, while adults are consistently manipulated by false narratives that spark anger and discord. Calling for a paradigm shift in how Filipinos consume information, Dy urged the citizenry to prioritize empathy, factual accuracy, and national unity over the reactionary noise that currently dominates social media platforms.
To address these systemic vulnerabilities, the House of Representatives has placed the development of digital safety legislation at the forefront of its agenda. Among the chamber’s significant achievements are the advancement of the Digital Media Anti-False Information Act and the Child Online Safety and Protection Act of 2026. These measures reflect a growing commitment by lawmakers to establish a structured legal framework that regulates harmful conduct online and holds entities accountable for the proliferation of disinformation within the local digital ecosystem.
Building upon these foundations, Speaker Dy, in collaboration with Majority Leader Sandro Marcos and other representatives, has introduced House Bill No. 9965, formally titled the Children’s Social Media Safety Act. This proposed legislation sets a firm boundary by prohibiting children under the age of 13 from accessing social media platforms. Dy underscored the urgency of this initiative, expressing his strong hope that the proposal will be quickly adopted as a priority bill under the Legislative-Executive Development Advisory Council (LEDAC) to ensure a swift path to enactment.
The urgency for these measures is underscored by recent data provided by a Pulse Asia survey, which reveals that 85 percent of Filipino adults are active internet users, with nearly universal participation on social media platforms. This high level of connectivity has transformed the digital space into a primary arena for public discourse, yet it has also made the population significantly susceptible to influence operations. The data paints a worrying picture of the current state of digital literacy, serving as a catalyst for the legislative action currently being championed by the House leadership.
A critical finding of the Pulse Asia study indicates that 72 percent of Filipinos have identified disinformation as a significant national concern, reflecting a widespread awareness of the dangers that fake news poses to the country’s social cohesion. Alarmingly, the survey also revealed that 41 percent of respondents admitted a propensity to believe information simply because it has achieved viral status online. Concluding his remarks, Speaker Dy stated that shielding the youth and restoring the sanctity of truth in public debate are not merely policy goals, but essential requirements for safeguarding the future of Philippine democracy.
