The Aviba travel agencies association, however, has expressed deep frustration over the rollout of these measures, highlighting a chaotic spread of misinformation that is impacting travelers nationwide. Pedro Fiol, the association’s president, reports that travel agencies across Spain are being inundated with urgent inquiries from confused passengers. Many are uncertain about basic entry requirements, with rumors circulating that entry might be denied to those lacking a physical passport, despite the historical validity of alternative identification documents within the Schengen area.

At the heart of the confusion is the uncertainty surrounding acceptable documentation. Previously, Spanish citizens could travel using their National Identity Card (DNI), while Italian citizens could utilize their electronic identity cards. The sudden shift in border rhetoric has created a climate of anxiety, with many passengers now being advised to carry passports as a precaution. Fiol argues that the lack of clear, authoritative guidance is fostering an unnecessary environment of insecurity, leaving travelers unsure of what exactly they will be asked to present upon arrival at the airport.

To combat this, Aviba is calling for immediate and decisive action from the Spanish Ministry of Foreign Affairs to provide standardized, updated travel recommendations. Fiol emphasized that the government must explicitly clarify that the DNI remains a sufficient document to prevent further panic. He argues that strengthening official communication is vital; without a unified message, the burden of misinformation falls heavily on travel agents and, more importantly, causes significant stress for passengers arriving at departure gates.

Despite the current atmosphere of confusion, the industry has yet to see a drop in bookings or a spike in cancellations. Fiol suggests that because much of the season is already at full capacity, most travelers who have already organized their trips are choosing to adapt to the new controls rather than scrap their plans. However, he expressed valid concerns regarding the future of the sector should this period of administrative instability persist beyond the September 7 deadline, noting that prolonged uncertainty could eventually dampen the current high demand.

Ultimately, Aviba has voiced a nuanced stance: while the association respects measures intended to uphold public safety and border regulations, it remains strongly critical of the implementation of these specific controls. Fiol characterized the situation as a geopolitical game between Spain and Italy that unfairly inconveniences travelers. Given that Italy is a primary hub for direct flights to Spain—with Mallorca serving as a major destination—the association argues that these unresolved procedural conflicts create an untenable situation for the thousands of individuals traveling between the two nations.
