Alexander Mustiace, head of the Information and Security Service (SIB), has publicly confirmed that Moscow is actively escalating its disinformation campaigns and efforts to manipulate public sentiment. While Moldovan authorities maintain a vigilant stance and assert that the country is better prepared to face these external threats than in previous years, they warn the public against complacency. Russian intelligence assets, supported by well-funded teams of specialists, are reportedly working around the clock to destabilize the nation’s political landscape.

The scope of this digital aggression has evolved significantly, shifting tactics to exploit new, high-reach platforms. Mustiace noted that while Telegram previously served as the primary nexus for Russian propaganda, the theater of operations has broadened to encompass platforms like TikTok, which has become a primary engine for disseminating disinformation. Furthermore, malicious actors have intensified manipulative efforts via Facebook and the rapid deployment of temporary, deceptive websites designed specifically to spread falsehoods. These coordinated campaigns are systematically aimed at eroding public confidence in the core pillars of Moldovan democracy, including the military, the judiciary, and the national security apparatus.

Beyond the digital sphere, the Kremlin’s strategy appears to involve a more sinister integration of cyber-activity and human influence operations. Intelligence officials warn that Russian services are actively harvesting the personal data of Moldovan citizens, raising fears that this information is being stockpiled for use in recruitment drives or multifaceted fraudulent schemes. These tactics are part of a broader, high-stakes game plan designed to compromise the security grid. By conflating online scams with targeted intelligence collection, Moscow is reportedly creating a pervasive climate of suspicion and vulnerability that reaches deep into the daily lives of Moldovan citizens.

A central component of this destabilization campaign is the attempt to gain tactical control over key segments of Moldova’s political establishment. According to Mustiace, Russian intelligence is aggressively pursuing strategies to influence the highest levels of governance, whether through the illicit financing of pro-Kremlin individuals, the recruitment of political assets, or the strategic promotion of candidates who will serve Moscow’s agenda.
