Rarotonga’s Water Authority Urges Public Reliance on Official Data Over Social Media Misinformation
To Tatou Vai (TTV), the authority responsible for water management in Rarotonga, has issued a formal correction regarding circulating social media posts that falsely claimed residential water tariffs would increase from $1.40 to $1.90 per cubic metre this October. Chief Executive Officer Apii Timoti clarified that these figures were misinterpreted from internal, outdated 2025 board briefings intended for long-term financial forecasting rather than policy implementation. Timoti emphasized that these projections were part of a preliminary planning process and were never intended to represent approved or automatic price hikes for consumers.
The authority stressed that all tariff adjustments are subject to a rigorous annual review mandated by the To Tatou Vai Act. Following the conclusion of the formal 2026 Annual Tariff Review this past June, the board officially decided that residential tariffs will remain unchanged for the coming year. Consequently, the current rate of $1.40 per cubic metre stays in effect, and the government will continue its financial support for households by providing a free monthly water allocation of up to 38,000 litres.
Timoti expressed his disappointment regarding the spread of misinformation, noting that such inaccuracies—particularly during an active election period—can unnecessarily alarm the public. He urged residents to exercise caution by verifying information through official channels rather than relying on social media speculation. He reiterated that TTV remains transparent about its processes and is always available to address public inquiries regarding how water costs are structured and reviewed.
Addressing the nature of these charges, Timoti clarified a common misconception: residents are not paying for the water resource itself, as it remains a public asset. Instead, the tariffs represent a contribution toward the operational costs required to provide clean, safe drinking water. This encompasses the extensive infrastructure needed for the collection, filtration, testing, storage, and distribution of water throughout the island, ensuring the network is properly maintained and updated to meet safety standards.
Furthermore, TTV maintained that the existing tariff model is designed strictly for cost recovery rather than profit generation. The primary goal is to ensure the long-term financial sustainability of the authority, thereby reducing the burden on taxpayers and allowing government funding to be redirected toward other national priorities. Timoti explained that the distinction between a financial “forecast” and a management “decision” is crucial, and in this instance, the board’s final resolution explicitly rejected the increased figures currently being circulated online.
In a recent summary provided to the public, the authority confirmed that the 2026 Annual Tariff Review is now officially closed. With the decision confirmed to keep residential rates stable, TTV encourages the community to move forward with the accurate understanding that there will be no price increase in October. The authority continues to operate under the current mandate, ensuring that the essential service of water delivery remains both reliable and affordable for all households across Rarotonga.
