Taiwan Faces Escalating Onslaught of Chinese Disinformation, National Security Bureau Reveals

Taipei, Taiwan – The National Security Bureau (NSB) has released a comprehensive report detailing a dramatic surge in Chinese Communist Party (CCP) disinformation campaigns targeting Taiwan throughout 2024. The report paints a stark picture of an increasingly sophisticated and pervasive information war waged by Beijing, aimed at undermining public trust in the Taiwanese government, military, and its crucial alliance with the United States. The NSB’s findings reveal a doubling of disinformation instances compared to 2023, reaching a staggering 2.159 million cases. This alarming escalation underscores the CCP’s intensified efforts to manipulate public opinion and influence political discourse in Taiwan.

The NSB’s analysis identifies six core tactics employed by the CCP in its disinformation offensive. These include: saturating social media platforms with content designed to sway voter behavior; impersonating Taiwanese users and official accounts to spread false narratives; exploiting military exercises for propaganda purposes; deploying AI-generated “deepfakes” to discredit Taiwanese officials; co-opting integrated media accounts to amplify propaganda; and establishing fake international news websites to promote the “one China” principle. The report highlights the CCP’s strategic exploitation of democratic systems and open internet platforms to conduct cognitive warfare, a tactic that poses a growing threat to democracies worldwide.

Facebook remains the primary battleground for this information war, experiencing a 40% increase in disinformation cases compared to 2023. However, the report also reveals a significant expansion of CCP influence across other platforms. Video platforms saw a staggering 151% increase in disinformation, while online forums and X (formerly Twitter) experienced increases of 664% and 244% respectively. This multi-platform approach underscores the CCP’s commitment to reaching a wider audience and maximizing the impact of its disinformation campaigns. The NSB also identified a surge in questionable social media accounts, with 28,216 such accounts detected – a significant increase from the 11,661 found in 2023.

The proliferation of disinformation is particularly concerning given its targeted nature. The NSB report reveals that the CCP’s disinformation efforts focused on undermining confidence in Taiwan’s military capabilities, eroding public support for the US-Taiwan partnership, and discrediting President William Lai. These targeted narratives seek to sow discord within Taiwanese society, weaken international support for Taiwan, and ultimately advance Beijing’s political agenda. The report underscores the CCP’s strategic use of disinformation to influence key policy debates and manipulate public perception of crucial geopolitical issues.

In response to this escalating threat, Taiwan has adopted a comprehensive strategy to combat disinformation and safeguard its democratic processes. The NSB has actively reported over 3,900 cases of disinformation to relevant government agencies and ministries, demonstrating a proactive approach to identifying and addressing false narratives. Furthermore, Taiwan has engaged in extensive international collaboration, hosting over 100 exchange events to share expertise and best practices with other countries facing similar challenges. This collaborative approach underscores Taiwan’s commitment to strengthening global resilience against disinformation and promoting international cooperation in the fight against information warfare.

The NSB’s report serves as a stark reminder of the growing threat posed by disinformation in the modern information landscape.
