Chairman George Garcia has moved to forcefully debunk persistent rumors regarding an alleged Supreme Court-mandated postponement, emphasizing that the electoral process is proceeding exactly as scheduled. During an August 4 briefing in Davao City, Garcia warned the public to remain vigilant against deceptive narratives, asserting, “The election will push through; do not believe the fake news.”
The commission recognizes that the transition to a parliamentary system has created an information vacuum that bad actors are eager to exploit. Beyond rumors of cancellation, Comelec officials anticipate a rise in malicious disinformation, including fabricated claims regarding candidate withdrawals or political instability within parties. Gerardo Concepcion III, secretary of the Bangsamoro Parliament’s legislative committee, underscored the gravity of this challenge, noting that because this is the region’s first experience with a parliamentary poll, the potential for public confusion is exceptionally high. He stressed that educating voters is not merely a procedural requirement but a historical necessity, as the outcome of this vote will fundamentally shape the future of the Bangsamoro people.
To address these knowledge gaps, the commission recently convened 170 participants for the 2nd Bangsamoro Parliament Training of Trainers, which focused on the nuances of the Bangsamoro Electoral Code. With approximately 2.39 million registered voters expected to cast ballots across 5,212 precincts, the complexity of the new system—which divides 80 parliamentary seats among regional political parties, single districts, and reserved sectoral slots—requires a high level of technical clarity. During these sessions, trainers grappled with the intricacies of electoral provisions, specifically the computation of the 2.5 percent vote threshold, which is critical for political parties aiming to secure parliamentary representation.
Chairman Garcia emphasized that achieving a unified interpretation of these electoral rules is the most effective antidote to voter apathy and confusion. He warned that if election educators transmit conflicting information regarding ballot completion or vote computation, it would only deepen the struggle for constituents living in remote areas with limited access to accurate news. By standardizing the information provided to the grassroots level, the Comelec hopes to ensure that the electoral process remains transparent and that the voters can navigate the complexities of the ballot with confidence on election day.
Security remains a parallel priority, as the commission manages a volatile landscape ahead of the polls. As of late July, the Comelec identified 26 areas—primarily in Lanao del Sur, Maguindanao del Sur, and the Special Geographic Areas—as being in the “Red Category” due to the presence of serious armed threats. Another 64 areas are classified under Orange or Yellow categories, reflecting past election-related violence or potential instability. Currently, Tawi-Tawi stands as the only province free from such security designations, highlighting the uneven security environment across the BARMM region.
To mitigate these risks and ensure an orderly democratic exercise, the Comelec has finalized logistical arrangements, including extended voting hours from 5 a.m. to 7 p.m. to prioritize the needs of seniors, persons with disabilities, and pregnant voters. Furthermore, approximately 3,000 Philippine National Police personnel are on standby, ready to serve as members of the Electoral Board should the need arise.
