Upon taking office in 2025, President Donald Trump initiated a systematic dismantle of America’s federal counter-disinformation infrastructure, framing such efforts as existential threats to the First Amendment. Under the guise of “ending federal censorship,” the administration shuttered key units within the FBI, CISA, and the State Department, while sanctioning researchers focused on foreign malign influence. However, newly leaked documents have sparked allegations that while the administration was publicly stripping down these defensive capabilities, it was simultaneously constructing a covert, offensive domestic influence apparatus designed to surveil and manipulate American citizens.

The leaked materials, brought to light by former media personality Gabrielle Cuccia, suggest that the White House has been utilizing a private entity known as “Vine and Fig Tree” (VFT) to conduct clandestine operations. These documents indicate that the administration tasked VFT with monitoring right-wing influencers, mapping their digital networks, and identifying vulnerabilities to facilitate targeted smear campaigns. The files detail the use of AI-generated media, burner accounts, and deceptive messaging tactics intended to distance the government from its own influence operations, effectively laundering propaganda through third-party influencers to appear authentic.

Specific allegations within the reports point toward a potential coordination between the White House and content creator Nick Shirley. According to the documents, the administration utilized a selectively edited video shared by Shirley—which alleged electoral fraud within Minnesota’s Somali community—to justify a heavy-handed deployment of federal resources. This mobilization, based on potentially manufactured narratives, reportedly escalated local tensions and resulted in violent protests that ended in the deaths of two American citizens, illustrating the dangerous real-world consequences of these alleged information maneuvers.

The administration’s strategy appears consistent with its broader policy shifts, which include the creation of an official “Media Bias Portal” on the White House website to single out journalists and news outlets for public shaming. Meanwhile, official directives have shifted focus toward leveraging social media platform tools, such as Community Notes, and deploying publicly-funded news outlets to circulate pro-administration talking points. These efforts suggest a government priority of gaining control over the digital information environment while maintaining a strategy of plausible deniability by obscuring its direct involvement in these narratives.

This alleged use of state power to engineer public opinion represents a stark, hypocritical contradiction to the administration’s stated commitment to “free speech.” By dismantling non-partisan, transparent counter-disinformation frameworks—which were subject to congressional oversight and public scrutiny—the administration has replaced them with an opaque system of political control. The shift from defensive, observable research to covert, offensive manipulation effectively removes the safeguards that previously allowed citizens to discern authentic discourse from state-sponsored orchestration.

Ultimately, these developments paint a portrait of a government that views information manipulation not as a threat, but as a partisan weapon to be monopolized. By removing the institutional barriers to covert influence, the administration has created an environment where the government’s own deceptive tactics are shielded from detection. The result is a fundamental subversion of democratic transparency, where the state allegedly hides its hand behind artificial discourse, ensuring that citizens remain unaware of the mechanisms attempting to reshape their perceptions for the sake of executive power.
