UK Government Bolsters Disinformation Monitoring Capabilities with Global Social Media Surveillance Tool

In a bid to enhance its ability to counter disinformation and understand global narratives, the UK government’s Cabinet Office has invested in a sophisticated social media monitoring platform. This two-year contract with Storyzy, a specialist software provider, will equip the Government Communication Service International (GCSI) unit with cutting-edge technology to track and analyze disinformation trends across various social media platforms. The initiative aims to provide real-time insights into the spread of false information, identify malicious actors, and understand the effectiveness of counter-disinformation campaigns.

The Storyzy platform, powered by artificial intelligence, will continuously monitor major social media networks, including Twitter, Facebook, TikTok, Telegram, and VK, Russia’s most popular platform. The software will scan for disinformation in various formats, including text, audio, images, and videos, related to specific terms defined by the government comms team. The platform’s multilingual capabilities will enable translation and analysis of content in French, Spanish, Russian, and potentially other languages, providing real-time insights to analysts.

This advanced monitoring system will empower GCSI analysts to conduct thematic research on social media content, focusing on crucial issues such as democracy, cybersecurity, Russia’s activities, misinformation, and vaccine hesitancy. By analyzing the reach, volume, sentiment, and engagement associated with online posts, the government aims to gain a comprehensive understanding of prevailing digital narratives and the techniques employed in disinformation campaigns. Moreover, the technology will play a vital role in detecting deepfakes and other AI-generated content, which pose a growing threat to information integrity.

The Storyzy platform will provide detailed analysis of key narratives disseminated by hostile actors, assess the effectiveness of counter-disinformation efforts, and offer insights into how these campaigns are portrayed across digital and social media. This real-time analysis capability will enhance the government’s ability to respond swiftly to evolving information landscapes and effectively counter disinformation narratives. The contract underscores the Cabinet Office’s commitment to bolstering international communications through robust analysis and insights.

The GCSI team requires this disinformation analysis capability to support both international collaborations and domestic priorities. By analyzing global media, the team aims to understand how UK issues are positioned internationally and respond to significant events affecting the UK, monitoring their global communication and impact. The team’s responsiveness to emergent crises is evidenced by their utilization of social media and media analysis in response to recent conflicts, including the Israel/Occupied Palestinian Territories conflict and the Red Sea crisis.

The contract with Storyzy, valued at £36,000 for the initial year, commenced on March 21st and can be extended for another year, potentially doubling the cost. If the scope of the project expands to include more users, the total expenditure could increase further. The agreement enables a single GCSI user to access Storyzy’s SaaS platform, which leverages both cutting-edge AI and human expertise to identify and analyze the global spread of online disinformation. The service is expected to be operational within a week of the contract’s effective date. As part of the wider Government Communications Service, comprising 7,000 civil servants, GCSI’s remit involves working with foreign governments to enhance their communication capabilities. This new investment reflects the UK government’s ongoing efforts to combat disinformation and strengthen its global communication strategies.
