The Escalating Threat of Disinformation and Synthetic Media: A Call for Global Action
In an era defined by rapid technological advancements, the digital landscape has become a breeding ground for disinformation and synthetic media, posing unprecedented threats to social peace, security, and access to accurate information. Interior Minister Ali Yerlikaya, speaking at a workshop on “Synthetic Media and Information Security,” underscored the urgent need for a multi-pronged approach to combat this escalating menace. He emphasized the dual nature of the digital age, which offers both opportunities and risks, highlighting the potential for artificial intelligence (AI) and synthetic media to be weaponized for malicious purposes, manipulating societies, violating individual rights, and jeopardizing social order.
Yerlikaya revealed the alarming scale of online criminal activity, citing data from his cabinet period that identified 237,753 accounts engaged in such activities. Authorities have taken decisive action, blocking 21,214 URLs and banning 112,854 social media accounts. This trend continues, with 6,765 URLs and 27,304 social media accounts blocked in just the first four months of this year. These figures underscore the pervasive nature of online threats and the constant need for vigilance and proactive measures.
The Interior Ministry is actively combating disinformation through specialized cybercrime units within the General Directorate of Security and the Gendarmerie General Command. These units meticulously evaluate reports submitted via digital platforms, taking swift action against content that threatens public order or incites unrest. Recognizing that security forces alone cannot address this complex challenge, Yerlikaya stressed the importance of strengthening legislation, raising public awareness, and fostering international cooperation. He cited the European Commission’s report on “Artificial Intelligence and Disinformation,” which emphasizes the necessity for global ethical guidelines, control mechanisms, and technological safeguards to mitigate the risks associated with synthetic media. Türkiye, he stated, is committed to enhancing both legal frameworks and institutional capacity to effectively combat disinformation.
Central to Türkiye’s efforts is the Fight Against Disinformation Center (DMM), established by the Directorate of Communications. The DMM actively counters the spread of false information by providing accurate updates in five languages, ensuring the public has access to reliable information. The center prioritizes verifying baseless accusations targeting Türkiye’s policies and actions on the global stage, while also investigating global events. The DMM’s role has been particularly crucial in debunking misinformation surrounding the Israel-Palestine conflict, issuing weekly bulletins to counter false narratives circulating on social media regarding the unfolding events in Gaza.
Yerlikaya highlighted the chilling effect of disinformation and censorship on freedom of speech, citing the case of Gaza as a prime example. He condemned attempts to suppress the voices of Palestinians and distort the reality of the humanitarian crisis through manipulation and censorship in the digital sphere. He drew attention to the suppression of pro-Palestinian content on platforms like Instagram, YouTube, and TikTok, where images and calls for help were frequently removed under the guise of violating content policies. This, he argued, mirrors the tactics employed during the Rohingya genocide in Myanmar in 2017, demonstrating a disturbing pattern of silencing marginalized communities facing atrocities.
The fight against disinformation and synthetic media is not just a technical challenge, but a fundamental struggle to protect democratic values, uphold human rights, and ensure access to truth and accountability. As Interior Minister Yerlikaya emphasized, a comprehensive approach involving strengthened legislation, enhanced institutional capacity, heightened public awareness, and robust international cooperation is essential to counter this growing threat and safeguard the integrity of information in the digital age. The case of Gaza underscores the urgency of this task, demonstrating how disinformation and censorship can be weaponized to silence marginalized communities and distort the narrative surrounding humanitarian crises.
