UK Public Service Broadcasters Call for Increased Visibility on YouTube to Counter Misinformation

British Public Broadcasters Demand Fairer Deal and Prominence on Digital Platforms Like YouTube

In an unprecedented joint statement, the BBC and other prominent UK public service broadcasters (PSBs), including S4C, STV, and Alba, have called for new regulations to ensure a more equitable relationship with digital platforms like YouTube. They argue that their crucial role in providing trusted news and information is being undermined by the current landscape, which favors the algorithmic reach and advertising revenue models of platforms like YouTube, while simultaneously failing to prioritize accurate and impartial content. The broadcasters warn that the current situation poses a significant threat to the “shared social fabric of the UK” by allowing misinformation to flourish, particularly among younger audiences who increasingly rely on digital platforms as their primary source of information.

The call for regulation reflects the growing financial pressures faced by PSBs. While their advertising revenues dwindle, digital platforms like YouTube and TikTok are attracting a larger share of the advertising pie. The BBC, in particular, is grappling with a decline in licence fee payers, further exacerbating its financial challenges. The broadcasters point out that the standard agreements with platforms like YouTube, where the platform retains around 45% of advertising revenue generated from their content, are unsustainable and make it economically difficult for them to compete. This revenue disparity makes it difficult for PSBs to continue producing high-quality, publicly funded programming.

YouTube’s dominance in the media landscape has become undeniable. It has risen to become the second most-watched service in the UK, surpassing ITV and trailing only the BBC. Its average daily viewership reached 39 minutes per person in 2024, and it enjoys the highest popularity among Generation Alpha (those born after 2010), where it frequently serves as the first point of contact for television content. This dominance places YouTube in a position of immense power, which broadcasters argue necessitates regulatory intervention to ensure a level playing field.

The broadcasters have raised concerns about the prominence, or lack thereof, given to their news content on these platforms. While misinformation often gains traction through algorithms and viral spread, trusted news sources are not being given the same level of visibility. This disparity contributes to the spread of false narratives and undermines the efforts of PSBs to provide accurate and impartial information. Chief executives of major broadcasters like ITV and Channel 4 have publicly voiced their frustration with the current situation, emphasizing the uneconomical nature of existing deals with platforms and the urgent need for regulatory intervention to establish fair value exchange.

The core issue lies in the divergent missions of PSBs and platforms like YouTube. While PSBs are driven by a public service remit to inform, educate, and entertain, prioritizing accuracy and impartiality, digital platforms are primarily profit-driven. The broadcasters argue that this fundamental difference necessitates regulatory intervention to ensure that public interest is not overshadowed by commercial considerations. They stress that the lack of regulatory oversight for most content on these platforms creates a dangerous environment where misinformation can thrive.

The joint statement by the PSBs represents a significant moment in the ongoing debate surrounding the regulation of digital platforms. It underscores the growing tension between traditional broadcasters and the rapidly evolving digital media landscape. The call for regulations to ensure fair financial terms and greater prominence for PSB content is a crucial step towards safeguarding the future of public service broadcasting and maintaining a healthy, informed public discourse in the digital age. The broadcasters emphasize the crucial role they play in the “shared social fabric of the UK,” urging regulators to act before the existing imbalances further erode the public’s access to trusted information and contribute to a more fragmented and misinformed society. This appeal highlights the urgent need for a balanced approach that allows both public service broadcasters and digital platforms to thrive, while ensuring the public interest remains paramount.
