Russian Disinformation Campaign Targets France Amidst Increased Support for Ukraine

A sophisticated Russian propaganda operation, known as Storm-1516, has intensified its disinformation campaign against France, exploiting advancements in AI technology to spread false narratives and manipulate public opinion. This surge in activity coincides with France’s increased military support for Ukraine, creating internal political tensions and anxieties, and a growing divide with the United States over the war. The campaign has leveraged five primary disinformation narratives, generating over 55.8 million views across social media platforms between December 2024 and March 2025, a dramatic increase from previous periods. These narratives exploit pre-existing political divisions and anxieties within France, aiming to undermine public trust in the government and its support for Ukraine.

AI-Powered Disinformation Poses New Threat:

A particularly alarming aspect of this campaign is the use of AI-generated content and its amplification through mainstream AI chatbots. NewsGuard’s investigation revealed that leading AI chatbots readily repeated the false narratives about France, demonstrating how these tools can become unwitting vectors of disinformation. This raises significant concerns about the integrity of information consumed through these platforms and the potential for manipulating public perception on a large scale. The rapid spread of false narratives through AI chatbots underscores the need for robust safeguards and fact-checking mechanisms within these technologies to prevent the further dissemination of misleading information.

False Narratives and Political Manipulation:

Among the most prominent false narratives propagated by Storm-1516 is the unfounded allegation that Ukrainian President Volodymyr Zelenskyy secretly acquired a French bank using misappropriated military aid. This narrative plays into existing Russian disinformation efforts to portray Zelenskyy as corrupt and undermine international support for Ukraine. Other narratives include fabricated accusations of sexual misconduct against prominent French figures, including President Emmanuel Macron and his wife, Brigitte Macron. These claims, often based on manipulated videos and AI-generated content, aim to damage their reputations and sow discord within French society.

Storm-1516’s Modus Operandi:

Storm-1516 employs a sophisticated strategy involving the creation and dissemination of false narratives through various channels. These narratives are often laundered through fake local news sites and amplified through social media and AI chatbots. This coordinated approach creates an illusion of independent confirmation, making the disinformation appear more credible and increasing its reach. The operation also leverages the expertise of individuals like John Mark Dougan, a former Florida deputy sheriff granted asylum in Moscow, who now works as a Kremlin propagandist and actively promotes these disinformation tactics.

Exploiting AI and Social Media:

The campaign strategically uses AI tools to generate convincing fake videos and manipulate existing footage to support its false narratives. This includes using face-swap technology and AI-generated voices to create fabricated testimonials and accusations. These tactics are combined with the strategic use of social media platforms to disseminate the content widely and amplify its impact. The operation leverages a network of fake accounts and coordinated posting to generate viral spread and reach a larger audience.

France Braces for Escalation:

French officials have acknowledged the increasing threat posed by Russian disinformation campaigns and the significant role of AI in amplifying these efforts. They are actively working to counter these attacks and prepare for potential escalations. NewsGuard’s analysis reveals a clear pattern of increased disinformation activity following expressions of French support for Ukraine, indicating a deliberate attempt to influence public opinion and undermine the country’s commitment to the war effort. This highlights the need for continued vigilance and coordinated efforts between governments, tech companies, and media organizations to combat the spread of disinformation and protect democratic processes. The increasing sophistication and reach of these campaigns underscore the urgent need for international cooperation and robust countermeasures to mitigate their impact.
