Pakistan’s Military: An Examination of its Disinformation Apparatus

Pakistan’s Disinformation Campaign Following the Pahalgam Terror Attack

The horrific terror attack in Pahalgam, which tragically claimed the lives of 26 innocent tourists, not only sparked international condemnation but also triggered a sinister battle of narratives on social media. Pakistan, facing global outrage, launched a sophisticated disinformation campaign aimed at deflecting blame, distorting the truth, and undermining India’s counterterrorism efforts. This campaign, characterized by a rapid dissemination of false narratives across platforms like X (formerly Twitter), showcased the weaponization of social media in modern warfare. From fabricated stories about incidents onboard INS Vikrant to manipulated videos mocking victims and Indian leadership, the campaign employed a range of tactics to manipulate global perceptions.

Central to this disinformation operation was Pakistan’s Inter-Services Public Relations (ISPR), the military’s media and psychological warfare wing. The ISPR, structurally enhanced with specialized units dedicated to Information Operations (Info Ops) and Psychological Operations (Psy Ops), orchestrated the spread of fake news, conspiracy theories, and emotionally charged content. False claims about Indian military setbacks, the alleged dismissal of senior officers, and even the fictional downing of an Indian Rafale fighter jet flooded social media, demonstrating the ISPR’s capacity to exploit digital platforms for malicious purposes. The use of manipulated video clips from movies and old footage further amplified the disinformation, blurring the lines between reality and fabrication.

The ISPR’s role extended beyond external propaganda to include domestic suppression and political manipulation. The agency’s interference in Pakistani politics, including manipulation of elections, silencing of critics, and suppression of democratic voices, revealed a broader strategy of control and manipulation. A particularly audacious example of this manipulation was the alleged creation of a fictitious Washington D.C.-based think tank, staffed entirely by AI-generated experts, to disseminate misleading reports critical of opposition parties. This incident highlighted the lengths to which the ISPR was willing to go to manufacture legitimacy and influence both domestic and international perceptions.

The ISPR’s propaganda playbook included exploiting emotionally charged narratives, leveraging AI-generated imagery, and coordinating hashtag campaigns to amplify their message and sow confusion. Grotesque AI-generated videos mocking victims and Indian leaders, coupled with hashtags like #IndianFalseFlag and #ModiExposed, aimed to inflame sentiments and divert attention from Pakistan’s culpability. This calculated manipulation of emotions and exploitation of digital platforms underscored the evolving nature of information warfare.

India responded swiftly to the disinformation onslaught, deploying countermeasures that emphasized fact-checking and transparency. The Press Information Bureau (PIB) actively debunked false claims circulating on social media, providing timely clarifications to neutralize the spread of misinformation. This proactive approach underscored the importance of factual accuracy and transparency in countering disinformation campaigns. India’s measured response, coupled with international scrutiny of Pakistan’s tactics, contributed to building international trust and isolating Pakistan diplomatically.

The Pahalgam incident and the subsequent disinformation campaign highlight the growing threat of state-sponsored manipulation of online narratives. The incident serves as a warning to the global community about the need for vigilance and critical evaluation of information in the digital age. The increasing sophistication of disinformation tactics, including the use of AI-generated content and coordinated social media campaigns, necessitates robust countermeasures and international cooperation to protect the integrity of information and prevent the erosion of trust in legitimate sources. The case also emphasizes the crucial role of independent journalism and fact-checking organizations in exposing and debunking false narratives, promoting media literacy, and fostering a more informed and resilient public discourse.
