Moldovan Citizens’ Assembly Charts Path to Combat Disinformation and Strengthen Democracy

CHISINAU, Moldova – In a landmark event for democratic participation, 38 Moldovan citizens from diverse backgrounds convened in a Citizens’ Assembly to address the growing threat of disinformation and formulate recommendations for strengthening the rule of law. This assembly, the first of its kind in Moldova, reflects the nation’s commitment to engaging its citizens in critical policy discussions and fostering a more resilient democracy. Funded by the European Union through the INSPIRED Moldova project, the assembly emphasized the importance of citizen involvement in tackling the complex challenges posed by disinformation in the modern information landscape.

The participants, chosen through a random selection process to ensure representation across regions, socio-economic strata, languages, genders, and ages, embarked on a two-day deliberation process. Guided by facilitators, they explored the meaning of democracy, analyzed the impact of disinformation on their daily lives, and brainstormed solutions to enhance societal resilience against this insidious phenomenon. Their deliberations were further enriched through dialogues with media and human rights experts, including the Ombudsman of the Republic of Moldova, providing valuable insights and context to their discussions.

A key highlight of the assembly was the direct interaction between the citizen participants and high-level representatives from crucial public institutions. Representatives from the Audiovisual Council, the Presidency, parliamentary committees on national security and education, and the Centre for Strategic Communication and Countering Disinformation engaged in open dialogue with the citizens, fostering a collaborative approach to addressing disinformation. This exchange allowed for a deeper understanding of the challenges faced by both citizens and institutions in combating the spread of false information and promoting media literacy.

The discussions encompassed a wide range of potential countermeasures against disinformation. Participants emphasized the critical role of education in fostering responsible media consumption skills, equipping citizens with the tools to critically evaluate information and identify misleading content. They also explored potential measures to hold accountable those who create and disseminate disinformation, acknowledging the need for a robust legal framework to address this issue. The detrimental effects of disinformation on public trust and social cohesion, including family bonds, were also highlighted, underscoring the urgency of comprehensive solutions.

The culmination of the assembly’s deliberations resulted in a set of concrete recommendations aimed at bolstering Moldova’s democratic resilience against disinformation. These recommendations include: ensuring transparency in governmental decision-making processes, promoting citizen engagement in national political life through robust fact-checking mechanisms and consistent communication across all levels of government; integrating a dedicated module on disinformation into the national curriculum for both lower and upper secondary school levels, covering both social studies and information technology; supporting the creation of a specialized department within the Audiovisual Council, in partnership with civil society, to specifically address online disinformation; and providing support to experts and journalists in their efforts to combat the proliferation of false information online.

These recommendations, born from the collective wisdom of Moldovan citizens, will be officially submitted to Moldovan authorities, Parliament, and other national and international organizations. The assembly exemplifies the power of participatory democracy, demonstrating the vital role of citizens in shaping policy responses to complex societal challenges. This initiative underscores Moldova’s commitment to fostering a more informed and resilient democracy, capable of navigating the multifaceted threats of the digital age. The use of Citizens’ Assemblies represents a growing trend in democratic participation, empowering ordinary citizens to contribute directly to policy formulation and ensuring that policy decisions reflect the needs and concerns of the populace. This approach fosters greater trust in government and strengthens the foundations of democratic governance. The Moldovan Citizens’ Assembly serves as a model for other nations seeking to enhance citizen engagement and build a more resilient, participatory democracy. The outcomes of the assembly hold significant implications for Moldova’s future, as the nation strives to combat disinformation and safeguard its democratic values in an increasingly complex and interconnected world.
