The Russian disinformation operation known as “Matryoshka” or “Overload,” a sophisticated Kremlin-backed campaign designed to erode trust in Western institutions and disseminate false narratives, is struggling to gain traction on social media platforms despite its evolving tactics and technical prowess. The ISD’s investigation, focusing on the second quarter of 2025, uncovered approximately 300 accounts linked to the “Matryoshka” operation. These accounts employed a range of deceptive techniques, including impersonating legitimate news outlets like Euronews, BBC, and DW through the use of fabricated logos and AI-generated profile pictures. Despite these efforts, the campaign’s content was swiftly identified and removed by platform moderators. X successfully purged 73% of the detected posts, while TikTok and Bluesky boasted even higher removal rates, exceeding 90%. This success underscores the growing effectiveness of automated moderation systems in identifying and neutralizing disinformation campaigns.

The “Matryoshka” operation, which initially focused on election interference, has shifted its strategy towards long-term influence campaigns targeting specific countries, notably Moldova and Ukraine. Most of the fabricated accounts garnered negligible followers and engagement, with some TikTok videos exhibiting more likes than views – a clear indication of artificial boosting attempts and a lack of genuine audience interest.

While the operation continues to leverage Telegram, its audience on the platform remains predominantly Russian-speaking, suggesting a potential shift towards domestic influence efforts rather than achieving international reach. This further underscores the campaign’s struggles to penetrate non-Russian speaking audiences and gain traction in the broader online information landscape.

The ISD’s analysis concludes that despite its investments in technical sophistication and evolving tactics, “Matryoshka” has failed to achieve its primary objective: engaging real users and achieving widespread dissemination of its disinformation narratives. On the decentralized social media platform Bluesky, for instance, posts linked to the operation averaged fewer than one like each. Similarly, the use of bots on platforms like X and TikTok created a superficial illusion of engagement without generating any meaningful impact on public discourse. This lack of organic engagement highlights the growing resilience of online communities to manipulative tactics and the effectiveness of platform countermeasures.

Experts caution against excessive media attention to such campaigns, warning that it could inadvertently amplify their influence by granting them undeserved legitimacy and visibility. They recommend focusing primarily on instances where disinformation campaigns demonstrate genuine viral spread or exhibit significant tactical innovations, ensuring that limited resources are directed towards addressing truly impactful threats to the online information ecosystem.
