French Authorities Expose Extensive Russian Disinformation Network Targeting Ukraine and Western Allies

PARIS – French authorities have unveiled a sophisticated Russian disinformation operation, dubbed "Storm-1516," which has orchestrated nearly 80 campaigns since August 2023, primarily targeting Ukraine and its Western allies, including France. The operation, revealed by Viginum, the French agency combating foreign online attacks, underscores the Kremlin’s escalating information warfare tactics and the increasing sophistication of its methods, utilizing artificial intelligence, paid amateur operatives, and manipulation of social media platforms.

Viginum’s report paints a stark picture of a coordinated effort to undermine support for Ukraine and sow discord within Western societies. The campaigns leverage a network of fake social media profiles, often created using AI-generated images and realistic backstories, to spread fabricated news stories, manipulate public opinion, and amplify pro-Russian narratives. This network also involves the exploitation of genuine user accounts – amateur operators paid to spread disinformation – broadening the reach of the campaigns and making detection more complex.

French Foreign Minister Jean-Noel Barrot, in a statement to AFP, highlighted the significant threat posed by Storm-1516 to the integrity of the digital public sphere, both within France and across Europe. He specifically noted the targeting of the 2024 French legislative elections by Russian entities, emphasizing the Kremlin’s aim to disrupt democratic processes and destabilize Western democracies. Barrot also pointed to the crucial role of the American far-right in relaying and amplifying Russian disinformation, creating a transatlantic echo chamber that further exacerbates the spread of false narratives.

The Storm-1516 operation demonstrates a significant evolution in Russian disinformation tactics. The campaigns also target Western allies, including France, with fabricated stories intended to sow division and weaken support for Ukraine. The Viginum report highlights the growing influence of pro-Russian and far-right influencers in disseminating these disinformation campaigns. Figures like Adrien Bocquet, a former French soldier now residing in Russia, are actively involved in amplifying these narratives, lending them a veneer of credibility and expanding their reach to wider audiences.
