European Union Drafts Resolution Condemning Russian Historical Revisionism

European Parliament Condemns Russia’s Weaponization of Historical Distortion in Hybrid Warfare Against Ukraine

BRUSSELS – The European Parliament has launched a scathing condemnation of Russia’s systematic distortion of historical facts as a core element of its hybrid warfare strategy, aimed at undermining support for Ukraine, infiltrating European democracies, and fracturing societal unity. High Representative for Foreign Affairs and Security Policy, Kaja Kallas, emphasized the insidious nature of these campaigns, which seek to manipulate public opinion and erode trust in democratic institutions. The parliament stressed the urgency of countering this disinformation onslaught through a multi-pronged approach, encompassing exposure of false narratives, bolstering independent media, and strengthening the capabilities of specialized counter-disinformation units.

The discussion highlighted the Kremlin’s calculated tactic of reversing the roles of victim and aggressor, a pattern deeply familiar to countries with a history of Soviet domination. Polish MEP Arkadiusz Mularczyk pointed to Poland’s experience, where decades of Soviet propaganda sought to obfuscate the truth about the Katyn massacre, a horrific crime in which the Soviet Union murdered approximately 22,000 Polish officers and then attempted to shift blame. This historical revisionism, Mularczyk argued, serves as a chilling precedent for Russia’s current attempts to rewrite history and justify its aggression against Ukraine.

Lithuanian MEP Rasa Juknevičienė drew a direct parallel between contemporary Russian tactics and the Soviet era’s use of repression and historical manipulation. She condemned the Kremlin’s cynical exploitation of historical narratives to legitimize its brutal war against Ukraine. This manipulation, she argued, is designed to sow confusion and division within the international community, thereby weakening the resolve to support Ukraine. The European Parliament stressed the imperative of recognizing these tactics as a continuation of a long-standing pattern of disinformation and manipulation employed by the Russian regime.

The call to action resonated across the political spectrum, with Croatian MEP Tonino Picula, a member of the Socialist group, emphasizing the need for concrete measures to counter the Russian disinformation campaign. He advocated not just for exposing the falsehoods, but also for responding with tangible support for Ukraine, demonstrating unwavering solidarity and commitment to its defense. This dual approach, he argued, is crucial to effectively combat the Kremlin’s narrative and bolster the resilience of European societies against disinformation.

Lithuanian MEP Vytenis Andriukaitis delivered a powerful indictment of the ideology driving the Russian aggression, calling for its explicit condemnation and comparison to the fascist regimes of Mussolini and Hitler. He argued that Putin’s ideology, rooted in historical revisionism, territorial expansionism, and the suppression of dissent, bears striking resemblance to the totalitarian ideologies of the 20th century. This comparison, Andriukaitis asserted, is crucial to understanding the gravity of the threat posed by Russia and galvanizing international action to confront it.

The European Parliament’s response underscores the growing recognition of disinformation as a potent weapon in modern warfare. The institution has endorsed a series of recommendations aimed at enhancing the EU’s capacity to counter disinformation, including supporting independent media, bolstering fact-checking initiatives, and strengthening the work of specialized units like the East StratCom Task Force. Furthermore, the EU is actively considering imposing targeted sanctions against individuals and entities involved in spreading disinformation, reflecting the increasing determination to hold those responsible for these malicious campaigns accountable. In addition to these measures, the EU recently adopted its 15th package of sanctions against Russia for its invasion of Ukraine, demonstrating the bloc’s continued commitment to applying pressure on the Kremlin and supporting Ukraine’s defense. This multifaceted approach reflects a growing understanding that countering disinformation is not merely a matter of correcting false narratives, but a vital component of defending democratic values and maintaining international security.
