Manila, Philippines – The specter of "digital warfare" looms large over the Philippine political landscape as the 2025 midterm elections draw nearer, with concerns mounting over the proliferation of disinformation campaigns orchestrated by pro-Duterte fake social media accounts. House Deputy Speaker David Suarez has issued a stark warning, characterizing this manipulation as a grave threat to the nation’s democracy. He highlighted the insidious nature of these campaigns, stating, "This is digital warfare, plain and simple. And the battlefield is not just the internet—it’s the hearts and minds of millions of Filipinos."

A recent Reuters report, citing research by Israeli tech firm Cyabra, paints a disturbing picture of the extent of this online manipulation. The research revealed that a significant portion of social media activity surrounding former President Rodrigo Duterte, currently facing charges of crimes against humanity, originates from inauthentic accounts. Approximately one-third of the accounts posting about Duterte’s case before the International Criminal Court (ICC) were deemed fake, indicating a concerted effort to shape public perception and influence the narrative surrounding the former president. Furthermore, the report warns that up to 45% of online discussions related to the upcoming 2025 elections are being driven by inauthentic actors, including bots, sock puppets, and paid influencers.

This sophisticated manipulation tactics, involving "fake praise, fake news, and fake accounts," as described by Suarez, raise serious concerns about the integrity of the electoral process. The ability of these inauthentic actors to infiltrate online discourse and sway public opinion poses a significant challenge to the democratic principles of free and fair elections. The deceptive nature of these campaigns makes it difficult for ordinary citizens to distinguish between genuine online interactions and manufactured narratives, rendering them vulnerable to manipulation.

Suarez has called on major social media platforms like Meta, X (formerly Twitter), and YouTube to take decisive action against this digital threat. He urged these platforms to leverage their resources and advanced algorithms to proactively detect and remove coordinated fake accounts. The lawmaker emphasized the responsibility of these tech giants to safeguard the democratic process, stating, "They have the resources and the algorithms to detect inauthentic behavior. They can’t just turn a blind eye while democracy is under attack."

Beyond holding social media platforms accountable, Suarez also stressed the importance of empowering citizens with the tools to navigate the complex digital landscape. He advocated for stronger digital literacy campaigns to equip Filipinos with the critical thinking skills needed to identify and resist online manipulation. This proactive approach aims to build resilience against disinformation and foster a more informed and discerning electorate.

In a call for ethical conduct in the political arena, Suarez urged all political players to commit to clean and honest elections. He condemned the use of fake engagement and digital deceit as tactics that erode public trust, emphasizing that candidates who resort to such practices do not deserve the support of the people.
