Disinformation and PSYOPs Targeting Ukrainian Resilience: A Deep Dive into the Impacts on Refugees and Mobilization

KYIV, UKRAINE – December 18, 2023 – The ongoing conflict in Ukraine has brought to the forefront the insidious role of disinformation and psychological operations (PSYOPs) in shaping public opinion and influencing the trajectory of the war. These manipulative tactics, often employed by hostile actors, seek to undermine Ukrainian resilience, sow discord among the population, and erode trust in the government and its institutions. A recent study conducted by the InfoLight.UA Research and Analytical Group sheds light on the profound impact of these operations on Ukrainian male refugees, a particularly vulnerable group grappling with the challenges of displacement and the emotional toll of conflict.

The findings of the study, titled "Impact of disinformation and psychological operations on Ukrainian male refugees," were presented during a press conference held at the Interfax-Ukraine News Agency on December 18. The event brought together leading experts in the fields of information warfare, political analysis, and veteran affairs, including InfoLight.UA Head Yuriy Honcharenko, political expert Volodymyr Soniuk, political scientist and Director of the Dialogue Institute of Social and Political Designs Andriy Myseliuk, and Chairman of NGO Defense Veterans Oleksiy Ivashyn. The discussion provided a comprehensive analysis of the tactics employed in disinformation campaigns, the psychological vulnerabilities exploited by these operations, and the broader implications for Ukrainian society, particularly its resilience and mobilization efforts.

The study revealed that Ukrainian male refugees are often targeted with tailored disinformation campaigns designed to exploit their anxieties, fears, and uncertainties. These campaigns frequently propagate false narratives about the war’s progress, the government’s effectiveness, and the prospects for a peaceful resolution. Such narratives aim to demoralize refugees, discourage their return to Ukraine, and sow divisions within the refugee community. These psychological operations leverage the emotional vulnerability of refugees, their separation from familiar support networks, and their dependence on external sources of information, making them susceptible to manipulation and the spread of misinformation.

Moreover, disinformation and PSYOPs pose a significant challenge to Ukraine’s mobilization efforts. By spreading false information about the military situation, the treatment of soldiers, and the effectiveness of the armed forces, these campaigns aim to discourage potential recruits and erode public support for the war effort. They also attempt to create distrust within the ranks of the military, sowing seeds of doubt about the leadership’s competence and the war’s legitimacy. This erosion of trust can have devastating consequences for morale and unit cohesion, hindering the effectiveness of the Ukrainian armed forces.

The panel of experts emphasized the urgent need for a comprehensive strategy to counter these malicious information operations. This strategy should encompass a multifaceted approach that includes: educating the public about the tactics employed in disinformation campaigns; providing accurate and reliable information about the war and its progress; strengthening media literacy to empower citizens to critically evaluate information sources; and fostering international cooperation to address the transnational nature of disinformation campaigns. It is crucial to identify and expose the sources of these disinformation campaigns, holding perpetrators accountable and disrupting their networks.

Addressing the psychological impact of disinformation on Ukrainian refugees is paramount. The experts highlighted the importance of providing psychosocial support to refugees, strengthening community networks, and facilitating access to reliable information sources. By addressing the vulnerabilities exploited by these operations, Ukraine can foster a more resilient society capable of withstanding the challenges of war and rebuilding a stronger, more unified nation. The long-term stability and prosperity of Ukraine depend on the ability to counter these insidious tactics and protect its citizens from the harmful effects of disinformation and psychological operations.
