By weaving a web of deception that targets both internal Ukrainian sentiment and the domestic politics of EU member states, Moscow aims to manufacture crisis and instability, effectively framing Ukraine’s Western orientation as an existential threat to Russia’s imperial ambitions.
European Union foreign policy chief Kaja Kallas, who oversaw the report’s creation alongside Ukraine’s Center for Countering Disinformation, emphasized that the Kremlin views a democratic and prosperous Ukraine within the European family as a total strategic failure for its geopolitical agenda. Kallas notes that Russia is methodically weaponizing societal anxieties across Europe—including concerns over national security, cultural identity, and the perceived economic burdens of supporting Kyiv—to fracture the consensus necessary for expansion. By framing Ukraine’s accession as a destructive force, Moscow hopes to amplify internal European divisions and weaken the collective resolve of the bloc.
The report’s granular investigation of approximately 500 incidents between January 2025 and May 2026 highlights the sophisticated machinery behind these operations. Researchers identified a predictable, tiered strategy where state-sanctioned Russian media outlets serve as the primary source of misinformation, which is then laundered through ostensibly independent third-party platforms to provide a veneer of legitimacy. At least 80 of the documented incidents were laser-focused on sabotaging EU accession, demonstrating that these are not sporadic outbursts of rhetoric, but rather a persistent, calculated campaign intended to poison the public discourse surrounding Ukraine’s future.
Moscow’s strategy is notable for its highly localized, bespoke narratives tailored to exploit the unique sociocultural fault lines of target nations. Within Ukraine, Russian propaganda pushes the narrative that the EU intends to colonize Kyiv or is deliberately prolonging the war for its own gain, while simultaneously telling European citizens that Ukraine is a source of economic woe or systemic corruption. For instance, German audiences are bombarded with messaging linking Ukraine to their nation’s economic struggles, while potential French support is eroded by portraying the Ukrainian state as hopelessly corrupt. By tailoring this “menu of disinformation,” Russia ensures its influence is relevant and inflammatory in every local context.
A particularly contentious element identified in the report is the weaponization of historical memory, specifically regarding the Volhynia and Eastern Galicia massacres. The Kremlin has successfully utilized “agenda hijacking,” turning complex historical grievances into a wedge between Kyiv and Warsaw. The report highlights a public rift between President Volodymyr Zelensky and Polish counterpart Karol Nawrocki—sparked by the renaming of a Ukrainian military unit—as a prime example of how Russia exploits long-standing tragedies to incite nationalist outrage and stall diplomatic progress. By centering historical trauma, Russia effectively prevents the formation of a unified front among Ukraine’s most critical allies.
In response to these findings, the report advocates for a robust, integrated defensive strategy, as urged by figures such as Kyrylo Budanov, who emphasizes that a systematic, strict, and decisive response is the only viable path forward. The proposed countermeasures include improved strategic communications, greater transparency regarding EU integration milestones, intensified cooperation with global digital platforms to clamp down on foreign interference, and the application of targeted sanctions against the architects of disinformation. These recommendations come at a pivotal moment, as Brussels accelerates the enlargement process, having officially moved to open five key reform clusters to ensure the momentum for European unity remains unyielding in the face of Russian aggression.
