Russian Disinformation Campaign Targets Trump’s Ukraine Peace Plan, Fuels Internal Divisions

KYIV – Amidst the ongoing conflict in Ukraine, Russian special services are actively disseminating disinformation regarding former US President Donald Trump’s purported plan to mediate an end to the war, according to Andriy Kovalenko, head of the National Security and Defense Council’s Center for Countering Disinformation (CCD). Speaking during a recent telethon, Kovalenko revealed that Russia’s information warfare campaign seeks to sow confusion about potential peace negotiations and the so-called "Trump plan."

This disinformation campaign centers around fabricated details of a non-existent peace plan attributed to Trump. Kovalenko emphasized that these "leaks" contain unrealistic and inaccurate information, as no such formalized plan exists. He pointed out that both Trump and his former National Security Advisor, Keith Kellogg, have publicly stated that any peace plan would be presented personally by Trump during high-level discussions. The CCD head highlighted the concerning tactic of using Western media outlets as conduits for these disinformation leaks, lending an air of credibility to the fabricated narratives.

Moscow’s strategy mirrors tactics employed during the Minsk negotiations, where Russia similarly disseminated fabricated plan details to create discord and manipulate public perception. By leaking these false narratives, Russia aims to foster suspicion, generate discontent within Ukrainian society, and potentially influence the negotiating positions of involved parties, including Trump himself. These efforts aim to create conflict and sow division among Ukrainians holding diverse viewpoints on the conflict’s resolution.

Beyond the peace plan disinformation, Kovalenko revealed that Russian intelligence agencies are actively working to undermine Ukrainian mobilization efforts and exacerbate tensions between the military and civilian populations. These efforts include disseminating false narratives about military setbacks, exaggerating casualty figures, and promoting distrust in the Ukrainian government’s ability to manage the war effort. This multifaceted disinformation campaign aims to erode public morale, undermine support for the war, and create an environment ripe for internal conflict.

Furthermore, the CCD has identified a disturbing trend of cultivating "opinion leaders" – Ukrainians who fled the country and have since become mouthpieces for Russian propaganda. These individuals are strategically deployed on social media platforms like TikTok, leveraging their Ukrainian identities to spread divisive narratives and incite conflict within Ukrainian society. This tactic exploits the emotional vulnerability of displaced Ukrainians and amplifies pro-Russian sentiments within the diaspora community. The CCD is working to expose these individuals and counter their influence by promoting accurate information and fostering critical thinking about online content.

The Russian disinformation campaign represents a clear and present danger to Ukraine’s stability and national unity. By targeting both domestic and international audiences with tailored disinformation campaigns, Moscow seeks to manipulate public opinion, undermine trust in institutions, and create chaos. Ukraine’s efforts to counter this sophisticated information warfare are crucial not only for winning the physical battle on the ground, but also for maintaining national cohesion and resilience in the face of a relentless propaganda onslaught. The CCD’s work in exposing these tactics and promoting media literacy among the Ukrainian population is essential to mitigating the damaging effects of Russian disinformation. The international community, too, has a role to play in supporting Ukraine by holding social media platforms accountable for the spread of disinformation and by investing in independent journalism and fact-checking initiatives.
