Based on consultations with over 100 experts globally, the report highlights the escalating threat of false and misleading information, fueled by both foreign and domestic actors. This malicious content, disseminated through various online platforms, has been linked to the rise of anti-democratic movements and hatred in countries across the globe, underscoring the urgent need for adaptive strategies to combat this evolving menace. The report emphasizes that combating disinformation requires a comprehensive approach, shifting from addressing individual incidents to targeting the entire ecosystem that supports the creation and dissemination of false narratives.

Beyond Fact-Checking: Innovative Strategies Needed

While fact-checking initiatives play a vital role in debunking false claims, the sheer volume of disinformation circulating online necessitates new approaches. The report advocates for "pre-bunking," a proactive strategy that involves alerting individuals to potential disinformation before they encounter it online. This method focuses on educating the public to recognize manipulative narratives, fostering critical thinking and skepticism even before fact-checking can be completed. Simultaneously, the report stresses the importance of "demonetizing" disinformation, disrupting the financial incentives that drive the creation and spread of false content. This includes pressuring tech companies to cut off funding streams for disinformation campaigns, targeting the underlying economic structures that support this harmful industry.

The Role of Big Tech: Enhanced Transparency and Access

The report emphasizes the responsibility of large technology companies, particularly those controlling major social media platforms, to play a more active role in combating disinformation. While acknowledging existing efforts, the report calls for greater transparency and access for researchers and fact-checkers. This includes providing data on the spread of disinformation, a requirement already mandated by new legislation in the European Union. However, the report highlights concerns about researchers being denied access to data, even within the EU, and the limited access available to researchers outside the bloc. For instance, the prevalence of WhatsApp in Africa, compared to its limited usage in North America, necessitates regionally specific strategies.
