Shusha Global Media Forum Tackles Disinformation in the Digital Age: Azerbaijan’s Experience in the 44-Day Patriotic War

SHUSHA, AZERBAIJAN – The Third Shusha Global Media Forum, held in the culturally significant city of Shusha, brought together international media experts, journalists, and government officials to discuss the evolving media landscape and the challenges posed by disinformation, particularly in the digital era. A key focus of the forum was the “Innovative Approaches: Media Literacy in the Digital Era” panel, where Hikmat Hajiyev, Assistant to the President of Azerbaijan and Head of the Foreign Policy Department of the Presidential Administration, shared Azerbaijan’s experience combating disinformation during the 44-Day Patriotic War of 2020.

Hajiyev underscored the massive wave of international disinformation that Azerbaijan confronted during the conflict, highlighting the deliberate and orchestrated attempts to manipulate narratives and distort facts surrounding the military operations. He emphasized the importance of media literacy and the need for robust counter-disinformation strategies in the face of such sophisticated campaigns. Azerbaijan’s success in navigating this complex information environment was attributed to a multi-pronged approach involving proactive communication, fact-checking initiatives, and engagement with international media organizations.

The 44-Day Patriotic War, which centered on the long-disputed Nagorno-Karabakh region, saw a resurgence of hostilities between Azerbaijan and Armenia. The conflict, marked by intense fighting and significant territorial changes, became a breeding ground for misinformation and propaganda. Both sides actively engaged in information warfare, utilizing social media platforms and traditional media outlets to shape public perception and garner international support. The proliferation of fake news, manipulated images, and distorted narratives created a chaotic information environment, making it challenging for audiences to discern fact from fiction.

Azerbaijan’s experience combating disinformation during the conflict provided valuable insights into the evolving nature of information warfare in the digital age. The country’s proactive approach involved establishing a dedicated communication center to disseminate accurate and timely information, actively engaging with international media outlets to counter false narratives, and collaborating with fact-checking organizations to debunk disinformation campaigns. The discussions at the Shusha Global Media Forum emphasized the importance of international cooperation in addressing the challenge of disinformation. The participants recognized the need for a collaborative approach involving governments, media organizations, tech companies, and civil society organizations to combat the spread of misinformation and promote media literacy. The forum served as a platform for sharing best practices and exploring innovative solutions to tackle the complex issue of disinformation in the digital age.

The experiences shared by Azerbaijan at the forum offered valuable lessons for countries grappling with similar challenges.
