US Confirms Russian Generative AI Disinformation Campaign Targeted Election

US Sanctions Russian Entity for GenAI-Powered Election Interference, Underscoring Growing Threat of AI-Driven Disinformation

Washington D.C. – The US Treasury Department has announced sanctions against a Russian state-affiliated entity, the Center for Geopolitical Expertise (CGE), for its involvement in a sophisticated disinformation operation targeting the 2024 US Presidential election. This action marks a significant escalation in the ongoing battle against foreign interference in democratic processes, highlighting the growing threat of artificial intelligence-powered disinformation campaigns. The CGE, based in Moscow, leveraged cutting-edge generative AI tools and deepfake technology to spread divisive narratives and manipulate public opinion, a tactic that poses a substantial challenge to election integrity. The Treasury Department’s Office of Foreign Assets Control (OFAC) alleges that the CGE received direct financial and operational support from the Russian Main Intelligence Directorate (GRU), further solidifying the Kremlin’s involvement in these subversive activities.

The CGE’s operation, orchestrated under the leadership of GRU officer and CGE affiliate Valery Mikhaylovich Korovin, relied on a complex network of US-based facilitators who maintained an AI-powered server and a web of over 100 websites mimicking legitimate news outlets. This infrastructure enabled the rapid dissemination of AI-generated disinformation across a seemingly credible network, designed to create an illusion of authenticity and obfuscate the Russian origin of the content. The sophisticated nature of this operation, utilizing domestically hosted servers to circumvent traditional web-hosting restrictions, demonstrates a concerning level of technological sophistication and a commitment to evading detection.

The CGE’s disinformation campaign included the manipulation of video footage using deepfake technology to fabricate accusations against a 2024 presidential candidate. This tactic aims to sow discord among the US electorate and undermine public trust in the electoral process. The sanctions imposed by OFAC freeze any US-held assets belonging to the CGE and Korovin, and prohibit any US persons from engaging in transactions with them. These measures underscore the US government’s commitment to holding foreign actors accountable for their interference in American democratic processes and protecting the integrity of the electoral system.

In a parallel development, OFAC also sanctioned the Cognitive Design Production Center (CDPC), a subsidiary of Iran’s Islamic Revolutionary Guard Corps (IRGC), for its own influence operations targeting the 2024 US elections. The CDPC is accused of orchestrating campaigns to incite socio-political tensions within the US electorate, further illustrating the multifaceted nature of foreign interference threats. These actions follow a series of reports and accusations regarding Iranian attempts to disrupt the US electoral process, including Microsoft’s identification of four Iranian-linked influence operations and allegations of hacking targeting a Donald Trump campaign website.

The converging efforts by both Russia and Iran to interfere in the 2024 US elections underscore the escalating and evolving landscape of foreign influence operations. These actions highlight the increasing utilization of sophisticated technological tools, including generative AI and deepfake technology, to manipulate public opinion and sow discord. The US government’s response, through sanctions and public pronouncements, signals a determined effort to combat these threats and protect the integrity of the democratic process.

Acting Under Secretary of the Treasury for Terrorism and Financial Intelligence, Bradley T. Smith, emphasized the US government’s commitment to holding both Iran and Russia accountable for their actions. He stated, "The Governments of Iran and Russia have targeted our election processes and institutions and sought to divide the American people through targeted disinformation campaigns. The US will remain vigilant against adversaries who would undermine our democracy." This statement reinforces the US government’s resolve to counter foreign interference through a combination of sanctions, diplomatic efforts, and public awareness campaigns aimed at educating the electorate about the evolving threat landscape. The ongoing challenge will be to adapt strategies and defenses to keep pace with the rapid advancement of technologies used in these disinformation campaigns.
