UNRWA Commissioner-General Accuses Israel of Endangering Staff through Disinformation Campaign

UNRWA Chief Accuses Israel of Misinformation Campaign, Endangering Palestinian Refugees and Agency Staff

MUNICH – Philippe Lazzarini, Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), delivered a stark warning at the Munich Security Conference, accusing the Israeli government of orchestrating a sustained and dangerous misinformation campaign targeting the agency. This campaign, he asserted, not only threatens the vital work of UNRWA but also endangers the lives of its staff and undermines the internationally recognized rights of Palestinian refugees.

Lazzarini detailed the multifaceted nature of the Israeli campaign, which includes strategically placed billboards and advertisements across the United States, Europe, and Australia. These materials propagate false accusations, linking UNRWA to "terrorism," a claim he vehemently denies and condemns. He emphasized the severe consequences of this misinformation, highlighting the heightened risks faced by UNRWA personnel, particularly in the volatile West Bank and Gaza. He tragically noted that 273 UNRWA staff members have already been killed in the line of duty, a stark testament to the precarious environment in which they operate.

The Commissioner-General argued that the Israeli government’s ultimate objective is to delegitimize the refugee status of Palestinians, effectively eroding their claims to justice and self-determination. By undermining UNRWA, which provides essential services to millions of Palestinian refugees, Israel aims to dismantle the international framework that recognizes and supports their rights. Lazzarini stressed, however, that the rights of Palestinian refugees are inherent and not contingent on UNRWA’s existence. These rights, he emphasized, are enshrined in international law and cannot be unilaterally revoked.

This misinformation campaign, Lazzarini argued, represents a broader strategy to dismantle international support for Palestinian refugees. By painting UNRWA as a supporter of terrorism, Israel seeks to erode public trust in the agency, making it easier to justify cuts in funding and ultimately dismantle the support system for millions of vulnerable Palestinians. This strategy, critics contend, is part of a long-term effort to undermine the Palestinian cause and weaken their negotiating position in any future peace talks.

The implications of this campaign are far-reaching. The potential defunding of UNRWA could result in a humanitarian crisis, leaving millions of Palestinian refugees without access to essential services such as education, healthcare, and food assistance. This would further destabilize an already volatile region and exacerbate the ongoing Israeli-Palestinian conflict. Moreover, the erosion of the Palestinian refugees’ status would have profound legal and political consequences, potentially undermining their right of return and their claim to a sovereign state.

The international community is now faced with a crucial decision. It must choose between upholding the principles of international law and human rights, or succumbing to a campaign of misinformation that threatens to further marginalize and disenfranchise an entire population. Lazzarini’s appeal at the Munich Security Conference serves as a stark reminder of the urgent need to protect UNRWA and the vulnerable populations it serves, and to hold those accountable who seek to undermine the internationally recognized rights of Palestinian refugees. The future of the peace process, and the stability of the region, may well depend on it.
