Doppelganger’s content strategy hinges on impersonating established news outlets and government entities. Through typosquatting on lesser-known domain registrars, they create cloned websites mimicking reputable organizations like Le Monde, The Guardian, and even NATO. These fake platforms host fabricated stories, often poorly written, that align with pro-Russian narratives. Beyond text-based articles, Doppelganger also produces fake videos mimicking the graphic design of legitimate news outlets, further enhancing the illusion of authenticity. This strategy exploits the trust users place in established sources, subtly injecting disinformation into the mainstream information ecosystem.

Targeting Ukraine and Bolstering Russia

The campaign’s content focuses heavily on discrediting Ukraine and its leadership. Animated cartoons portraying President Zelensky and his government as corrupt and manipulative are disseminated through dedicated anti-Ukrainian websites. Simultaneously, pro-Russian platforms like "War On Fakes" and "RRN" (originally "Reliable Russian News") masquerade as fact-checking resources, disseminating counter-narratives to established facts about the war in Ukraine. These websites also feature content and interviews with pro-Russian figures in the West, further blurring the lines between legitimate discourse and propaganda.

Distribution and Amplification: Reaching a Wider Audience

Doppelganger utilizes a range of distribution tactics to amplify its message. Fake social media profiles, like the "German Odettes" on Facebook, flood comment sections of established pages with links to their fabricated content, engaging directly with unsuspecting users. Coordinated networks of fake accounts on X (formerly Twitter) similarly push Doppelganger assets and engage in manipulative interactions. The operation also leverages other platforms like YouTube, Telegram, and TikTok, demonstrating a broad, multi-platform approach to dissemination.

Exploiting Advertising and Bypassing Security Measures

A core element of Doppelganger’s strategy involves using Meta’s advertising platform. Networks of fake Facebook pages are utilized to target specific demographics with their propaganda, often employing "burner" accounts – disposable assets used for a single ad campaign to avoid detection. To further obfuscate their activities, Doppelganger employs operational security measures like geofencing, restricting content visibility to specific geographic locations, and using multiple redirection URLs to circumvent platform restrictions.

Potential Hybrid Operations: Blurring the Lines Between Online and Offline

Doppelganger’s activities extend beyond the digital realm. Evidence suggests their involvement in real-world events, such as the appearance of Stars of David on buildings in Paris. This incident, amplified by a network of bots on X linked to RRN, highlights the operation’s potential for manipulating offline events and sparking social unrest. The involvement of a cyber influence and manipulation (CIB) network, allegedly hired by Russian intelligence, further underscores the potential for hybrid operations blurring the lines between online disinformation and real-world actions.

The Doppelganger operation represents a complex and evolving threat in the information landscape. By understanding its multifaceted tactics – from content creation and distribution to sophisticated advertising and operational security measures – we can better equip ourselves to identify and counter this insidious form of manipulation.
