UN Chief Warns of ‘Dangerous Drift’ in Global Order, Citing Rising Conflicts, Eroding Trust, and Disinformation

HELSINKI – United Nations Secretary-General António Guterres has issued a stark warning about a “dangerous drift” in the international order, highlighting escalating conflicts, diminishing trust among nations, and the proliferation of disinformation as significant threats to global peace and the foundations of democracy. Speaking via video address to the Helsinki+50 Conference commemorating the 50th anniversary of the Helsinki Final Act, Guterres painted a concerning picture of a world grappling with multiple interconnected crises. He emphasized the urgent need to reaffirm the principles of the UN Charter and the Helsinki Accords, advocating for a renewed commitment to national sovereignty, territorial integrity, multilateral cooperation, and the rule of international law. The conference, hosted by Finland, serves as a platform to reflect on the legacy of the 1975 agreement that played a pivotal role in reducing Cold War tensions and fostering dialogue between East and West.

Guterres’s address underscored several critical challenges confronting the international community. He expressed deep concern over the increasing number of armed conflicts erupting across the globe, exacerbating human suffering and undermining efforts to achieve sustainable development. The erosion of trust between nations, fueled by geopolitical rivalries and diverging national interests, further complicates efforts to address shared global challenges. He specifically pointed to the rise of disinformation and the manipulation of information as a significant driver of societal division and polarization. False narratives, often spread through social media and other online platforms, incite hatred, fear, and mistrust, undermining social cohesion and eroding public faith in democratic institutions.

The Secretary-General emphasized the crucial role of the Helsinki Final Act in promoting peace and security in Europe during the Cold War era. The agreement, signed by 35 countries, established a set of principles governing relations between states, including respect for human rights, fundamental freedoms, and the peaceful settlement of disputes. It also promoted greater transparency and cooperation on security issues, helping to reduce tensions and build confidence between East and West. Guterres argued that the principles enshrined in the Helsinki Final Act remain highly relevant today, particularly in light of the current geopolitical landscape.

He expressed alarm at the increasing assaults on human rights and the shrinking of democratic spaces in many parts of the world. Authoritarian regimes and populist movements are increasingly challenging democratic norms and values, undermining the rule of law and restricting fundamental freedoms. Guterres stressed the importance of protecting and promoting human rights as a cornerstone of a just and peaceful world order. He called on the international community to stand firm against all forms of oppression and discrimination and to work together to create societies where all individuals can enjoy their fundamental rights and freedoms.

The Secretary-General’s address also highlighted the critical importance of multilateralism and international cooperation in addressing global challenges. He argued that no single nation can effectively tackle complex issues such as climate change, pandemics, and economic instability alone. He called for strengthened multilateral institutions and greater cooperation among nations to address these shared threats. He emphasized the need for a rules-based international order founded on the principles of the UN Charter, respecting national sovereignty, promoting peaceful conflict resolution, and upholding international law.

Guterres concluded his remarks by calling on all nations to recommit to the principles of the Helsinki Final Act and work together to build a more peaceful, just, and sustainable future. He urged world leaders to prioritize dialogue, diplomacy, and cooperation over confrontation and conflict. He stressed the importance of investing in conflict prevention, peacebuilding, and sustainable development to address the root causes of instability and insecurity. He also called for greater efforts to combat disinformation and promote media literacy, empowering citizens to critically evaluate information and resist manipulation. The Helsinki+50 Conference offers an opportunity for the international community to reflect on the lessons of the past and chart a course towards a more peaceful and cooperative future. The Secretary-General’s warning serves as a timely reminder of the challenges facing the world and the urgent need for collective action to strengthen the foundations of a rules-based international order.
