The speed and adaptability of these disinformation networks far outpace the current regulatory response, leaving the UK vulnerable to real-world harm fueled by online manipulation.
At the heart of this vulnerability lies the inherent conflict between platform incentives and online safety. Our study reveals a consistent pattern across major platforms like X (formerly Twitter), Facebook, TikTok, and YouTube: algorithms prioritize engagement over the mitigation of harmful content. Emotionally charged and divisive narratives, particularly those targeting immigrants, crime, and perceived “cultural decline,” are not merely tolerated but actively amplified by algorithms designed to maximize user interaction. This creates a self-perpetuating cycle where disinformation thrives, generating outrage and further engagement. The case of X Premium users, often aligned with far-right ideologies, exemplifies this phenomenon. Their posts, frequently laden with false narratives, receive algorithmic boosts, lending them unwarranted visibility and legitimacy. Even Elon Musk’s own pronouncements during the Southport riots, including his inflammatory “civil war is inevitable” remark and endorsement of the #TwoTierKeir hashtag, became viral sensations, further fueling the outrage loops that spilled onto other platforms like Facebook and YouTube. These instances are not isolated anomalies but rather symptomatic of a system that prioritizes monetizing attention, irrespective of the potential consequences.
The Online Safety Act, despite its intentions, is fundamentally flawed in its approach to disinformation. Its focus on moderating individual pieces of illegal or harmful content is a stark mismatch for the complex and coordinated nature of modern disinformation campaigns. False narratives do not propagate in isolation. They are strategically seeded within niche online communities, amplified within echo chambers, and opportunistically disseminated by influencers and sock puppet accounts during moments of real-world crisis.
