Two Davao-Based Vloggers Face Disinformation Complaints

Davao City Cracks Down on Election Disinformation Spread by Vloggers

Davao City, Philippines – Authorities in Davao City are intensifying their efforts to combat the spread of election-related disinformation online, filing charges against two more vloggers accused of disseminating false information through social media platforms. This comes on the heels of a previous complaint against another vlogger for spreading rumors about a planned police raid on the residence of former President Rodrigo Duterte. The city has seen a surge in online disinformation campaigns in the lead-up to the May 12 elections, prompting officials to take decisive action against those responsible. This latest move underscores the growing concern over the impact of fake news on the electoral process and the city’s commitment to ensuring a fair and transparent election.

The two unidentified vloggers are facing charges for allegedly violating Article 154 of the Revised Penal Code, which pertains to unlawful use of means of publication and unlawful utterances, in conjunction with Section 6 of the Cybercrime Prevention Act. Police Major Catherine dela Rey, spokesperson for the Police Regional Office-XI, revealed that these individuals were among those responsible for spreading a false memorandum instructing police personnel to wear red during a political campaign event in Carmen, Davao del Norte, last February. While the identities of the vloggers have not been released, authorities confirmed that they are part of a broader network of individuals engaged in online disinformation campaigns. Major dela Rey emphasized the importance of responsible social media usage and warned that authorities will continue to pursue legal action against those who spread false information.

The regional police director, Brigadier General Leon Victor Rosete, confirmed the filing of the complaint against one of the vloggers earlier this week. This individual is accused of disseminating false information regarding the alleged police raid on Duterte’s residence. Rosete noted that the pattern of disinformation suggests a coordinated effort by a single group of vloggers and assured the public that investigations are ongoing. The connection between the three vloggers facing charges remains unclear. While Major dela Rey confirmed that the two individuals involved in the red-wearing memo incident are not directly connected to the vlogger accused of spreading rumors about the raid on Duterte’s residence, she acknowledged that all three operate within the online sphere.

The spread of disinformation has become a major concern for election officials in Davao City. Lawyer Gay Enumerables, assistant regional director of the Commission on Elections-Region XI, emphasized the challenges posed by the rapid dissemination of false information on social media. The ease with which fake news can be created and shared online has made it difficult to control the narrative and ensure voters have access to accurate information. Negative publicity, often more sensational and memorable, tends to spread more rapidly, further complicating the situation. Enumerables acknowledged the difficulty of combating this trend, stating that the free flow of information online contributes to the problem.

Despite the challenges, the Commission on Elections remains committed to countering disinformation. Enumerables highlighted the ongoing information campaigns conducted by the commission in both online and offline settings. These campaigns aim to educate voters on the electoral process and equip them with the tools to discern credible information from fabricated content. The commission is confident that their efforts will have a positive impact on the elections, helping to mitigate the effects of disinformation.

The Davao City government’s proactive approach to combating election-related disinformation serves as a crucial reminder of the importance of media literacy and responsible online engagement. The ease with which false information can spread through social media necessitates a collective effort to identify and debunk misleading narratives. The city’s firm stance against those who perpetuate such disinformation sends a clear message that misinformation will not be tolerated and emphasizes the vital role of accurate information in ensuring a free and fair electoral process. As the May 12 elections draw near, the vigilance of both authorities and citizens will be paramount in safeguarding the integrity of the democratic process against the insidious threat of disinformation.
