TikTok Bolsters Election Integrity Measures in Czech Republic Amid Growing Concerns Over Misinformation

Prague, Czech Republic – TikTok, the popular short-form video platform with 2.4 million monthly active users in the Czech Republic, has announced a series of measures to combat misinformation and protect the integrity of the upcoming October parliamentary elections. The announcement comes amid growing global concerns about the role of social media platforms in disseminating false or misleading information, particularly during election cycles. TikTok representatives emphasized the company’s commitment to ensuring a safe and informed online environment for its users, highlighting both proactive and reactive strategies to identify and remove harmful content.

The platform’s efforts are centered on a multi-faceted approach combining technological solutions, human moderation, and user education. TikTok leverages artificial intelligence (AI) systems to proactively identify and remove content that violates its community guidelines related to election integrity. These AI systems are constantly evolving and learning to recognize patterns and keywords associated with misinformation. However, acknowledging the limitations of technology, TikTok maintains human moderation teams trained in the platform’s rules to review content flagged by AI systems or reported by users. This combination of AI and human oversight aims to ensure a thorough and accurate moderation process.

A key component of TikTok’s election integrity strategy involves partnering with independent fact-checking organizations. In Europe, TikTok collaborates with 12 such organizations, including dpa, Demagog, and Thomson Reuters, to verify the accuracy of information circulating on the platform. These partnerships provide an additional layer of scrutiny, allowing TikTok to identify and label or remove content deemed false or misleading by credible independent sources. This approach underscores the company’s commitment to relying on expert judgment to combat the spread of misinformation.

To further empower users, TikTok is introducing an in-app voting center designed to provide access to verified information about the elections. This feature acts as a central hub for credible electoral information, providing users with a trusted source for details about voting procedures, candidate platforms, and other relevant information. Additionally, users searching for election-related keywords will be presented with a search guide, offering tips on identifying misinformation and promoting critical thinking. Videos tagged with election hashtags will also include information labels, providing context and encouraging users to be discerning about the content they consume.

Transparency and accountability are also central to TikTok’s approach. The company publishes regular transparency reports detailing the volume of content removed for violating community guidelines, providing insights into the scale of the challenge and the effectiveness of its moderation efforts. According to these reports, in the first half of 2024, 98.8% of objectionable content in the Czech Republic was removed proactively before any user reports, and 95.7% was removed within 24 hours of being posted. This rapid response time is crucial for mitigating the potential harm of misinformation, especially during the critical period leading up to an election.

Addressing concerns about the potential for political manipulation, TikTok has implemented strict rules regarding political advertising and fundraising on the platform. Political accounts are prohibited from placing ads, entering into paid partnerships, or raising money through the platform. This measure aims to prevent the undue influence of money in political discourse on TikTok and ensure a level playing field for all candidates. Furthermore, TikTok authenticates political accounts to prevent impersonation and protect users from misleading information presented under the guise of legitimate political figures.

Recognizing the importance of user education in combating misinformation, TikTok emphasizes media literacy as a core pillar of its election integrity strategy. The company aims to equip users with the skills and knowledge necessary to critically evaluate information they encounter online. This includes providing resources and educational materials within the app, promoting awareness campaigns about the dangers of misinformation, and encouraging users to be skeptical and verify information before sharing it. By fostering a culture of media literacy, TikTok aims to empower users to become responsible consumers of information and actively participate in combating misinformation. This long-term strategy recognizes that technology alone is insufficient and user empowerment through education is essential for a truly robust approach to online safety and informed democratic participation.
