The NATO Strategic Communications Centre’s Virtual Manipulation Brief 2025 paints a stark picture of the evolving digital battlefield, where state-sponsored disinformation campaigns, fueled by artificial intelligence, pose a significant threat to democratic societies. Analyzing over 11 million social media posts, the report reveals a dramatic escalation in the sophistication and scale of these operations, primarily orchestrated by Russia and increasingly by China. The report concludes that hostile digital influence is no longer experimental; it’s an industrialized effort aimed at manipulating public opinion and eroding trust in democratic institutions.

Russia’s Digital Doctrine: Weaponizing Western Platforms

The Kremlin’s disinformation playbook has undergone a significant transformation, leveraging the reach of platforms like X (formerly Twitter) and the narrative depth facilitated by Telegram. This strategy combines rapid automation with emotionally charged propaganda, exploiting existing societal divisions within Western democracies and utilizing Western platforms to disseminate their narratives. The report highlights a clear asymmetry in online engagement, with Kremlin-aligned content, despite being largely recycled, achieving significantly higher amplification than pro-Western narratives. This is achieved through a sophisticated “amplification swarm” of interconnected accounts that artificially inflate engagement and create an illusion of widespread support.

AI: Accelerating Deception and Reshaping Narratives

Artificial intelligence plays a pivotal role in this new era of information warfare, not just in detecting disinformation, but also in creating it. Hostile actors are increasingly employing AI to generate realistic deepfakes, automate bot accounts, and even fabricate credible online influencers. These AI-powered tools allow for real-time engagement with unsuspecting users, crafting persuasive narratives that mimic genuine opinions. The vulnerability of these AI systems to manipulation and hallucination further exacerbates the potential for malign influence. Beyond mere message delivery, AI is also transforming narrative strategies, enabling actors to tailor their messaging to specific audiences across different languages, platforms, and emotional registers.

The China Factor: A Subtle and Strategic Approach

While Russia employs a more overt and emotionally charged approach, China’s disinformation strategy is characterized by subtlety, discipline, and semantic manipulation. Focusing on undermining NATO’s influence, particularly in the Indo-Pacific region, China frames the alliance as a Cold War relic fueled by paranoia. Utilizing carefully curated language, including terms like “ideological bias,” “destabilize,” and “zero-sum approach,” China aims to portray Western involvement as overreach and interference. While mirroring Russia’s tactics of coordinated cross-platform bursts and consistent talking points, China maintains a less aggressive and more insinuative tone, strategically reframing global perceptions of legitimacy and order.

The 2024 US Elections: A Turning Point in the Information War

The 2024 US elections served as a catalyst, intensifying both pro- and anti-Kremlin narratives. Kremlin-aligned accounts seized on the contentious election environment, portraying the results as rigged and implicating NATO in the alleged manipulation. Concurrently, pro-Western narratives emphasized the urgency of supporting Ukraine and countering Russian aggression. Significantly, pro-Kremlin campaigns effectively weaponized dissenting voices within the West, amplifying criticisms of Ukraine and exploiting existing political divisions to sow doubt and erode public trust. The report notes how public statements from figures like Elon Musk were manipulated and used as evidence of a crumbling Western consensus.

Confronting the Threat: A Call for Action

The NATO report carries a sobering message: the information war is not a theoretical exercise, but a tangible threat reshaping the global landscape. These campaigns are not the work of isolated trolls, but coordinated operations executed by digital combatants armed with sophisticated AI tools. Their objective goes beyond mere misinformation—it seeks to exhaust public trust, polarize societies, and ultimately paralyze democratic decision-making. The report urges governments to develop platform-specific countermeasures, coordinate effective counter-narratives, and build rapid response capabilities to map and address evolving narrative environments. Crucially, it emphasizes the urgent need for widespread public media literacy to mitigate the impact of algorithmically driven manipulation. Ignoring this threat, the report warns, will have profound geopolitical consequences, as the erosion of faith in democratic institutions undermines the very foundation of the international order.
