Superintendent Addresses Denman Elementary Investigation and Misinformation

Quincy Public Schools Addresses Misinformation Surrounding Denman Elementary Investigation

Quincy, Illinois – Quincy Public Schools (QPS) Superintendent Todd Pettit released a comprehensive statement on Friday, June 30, aiming to clarify and dispel the numerous rumors and misinformation circulating regarding a Department of Children and Family Services (DCFS) investigation at Denman Elementary School. The investigation stemmed from allegations of inappropriate staff conduct involving "birthday spankings" and the use of tape on students. Pettit emphasized the district’s commitment to transparency while acknowledging the limitations imposed by student privacy laws and personnel matters.

The initial allegations, which surfaced in November 2023, prompted both a QPS internal investigation and a DCFS inquiry. The DCFS investigation, concluded in November, found the allegations of child abuse or neglect to be unfounded. While this finding indicated no legal wrongdoing, Superintendent Pettit stressed that this did not equate to QPS condoning the reported behavior. The district took swift action, implementing corrective measures on November 15, 2023, to address the staff conduct in question. Due to confidentiality concerns, the specific nature of these corrective actions was not disclosed.

A key point of contention within the community revolved around the misconception that the inappropriate conduct continued beyond November. Pettit categorically refuted these claims, stating that subsequent investigations launched by QPS, in response to further parental concerns, found no credible evidence to support these allegations. These follow-up investigations were extensive, involving interviews with 36 students and parents, review of numerous hours of security footage, and interviews with 21 staff members. Every staff member interviewed confirmed they had not witnessed or participated in any further incidents involving tape or spankings since November. As of June 25, 2024, all complaints received by QPS had been thoroughly investigated.

Adding further credence to the district’s findings, DCFS conducted a second independent investigation in April 2024. This investigation, prompted by additional community concerns, also yielded an unfounded result. Some reports lacked sufficient evidence, while others lacked crucial details like specific dates, times, or individuals involved, making a substantiated investigation impossible.

Superintendent Pettit expressed concern over the spread of misinformation and harmful, inaccurate comments circulating on social media, targeting Denman staff and educators across the district. He emphasized that these baseless accusations lacked evidentiary support and were damaging to the reputations and integrity of dedicated professionals. Pettit reiterated the district’s unwavering support for its staff and their commitment to student well-being.

The central message of Superintendent Pettit’s statement centered around the thoroughness of the investigations conducted by both QPS and DCFS, the swift implementation of corrective measures, and the lack of evidence to support claims of continued misconduct. While acknowledging the community’s concerns, he highlighted the importance of relying on factual information and avoiding the spread of unsubstantiated rumors.

The QPS remains committed to maintaining a safe and respectful learning environment for all students. They encourage open communication with parents and community members and pledge to continue responding to concerns with transparency, due process, and appropriate action.
