Public Safety and the Accuracy of Online Offender Registries: A Case Study in St. Cloud, Minnesota

The digital age has ushered in an era of unprecedented access to information, empowering citizens with knowledge previously confined to official channels. However, this accessibility comes with a critical caveat: the need to discern credible sources from misinformation. This issue has come to the forefront in St. Cloud, Minnesota, following concerns raised about the accuracy of information disseminated by a website purporting to track predatory offenders. The incident underscores the vital role of official sources, such as law enforcement and government agencies, in providing accurate and reliable information to the public, particularly on sensitive matters of public safety.

On April 30, 2025, Tad Hoeschen of the St. Cloud Police Department (SCPD) addressed concerns surrounding a recent posting on FamilyWatchdog.com, a website that claims to provide information on predatory offenders. While the website’s intentions may have been noble, its information was not entirely accurate, prompting a clarification from law enforcement. Hoeschen emphasized the importance of relying on verified sources for information regarding registered offenders. Minnesota has maintained a predatory offender registry since the 1990s, established following a tragic murder case in St. Cloud that highlighted the need for closer monitoring of individuals deemed a risk to public safety. The registry includes individuals convicted of various offenses, including stalking and indecent exposure, not just sex offenses.

The St. Cloud Crisis Intervention Team diligently monitors registered individuals within the community. Minnesota’s registry classifies offenders into four levels based on their assessed risk of re-offense. Level 1 offenders pose the lowest risk, while Level 3 offenders are considered the most likely to re-offend. Information about Level 3 offenders, including their offenses, locations, and the circumstances of their crimes, is publicly available. For Levels 1 and 2, information is accessible to entities like daycares and schools upon request. The SCPD promptly issues media releases upon the release of a Level 3 offender to ensure public awareness. The recent inaccuracies on FamilyWatchdog.com underscore the dangers of relying on unverified online sources. Inaccurate information not only misleads the public but can also lead to the unjust targeting of individuals who have served their time and are not a threat.

Hoeschen stressed that the criminal justice system operates on the principles of due process and due diligence. The SCPD monitors released individuals on the registry to ensure their compliance with the terms of their release and takes appropriate action against those who violate these terms. He urged the public to exercise caution when consuming information online, particularly on emotionally charged topics like public safety. "There’s enough for us to worry about in this world right now, and there’s no need to be worrying about something that isn’t true," Hoeschen stated. The incident serves as a reminder that not all information online is accurate. While some information on FamilyWatchdog.com regarding Level 3 offenders was correct and publicly available, other information was inaccurate, highlighting the potential for misinformation to spread online.

To obtain accurate information regarding predatory offenders, the public is encouraged to consult credible sources. The Minnesota Department of Corrections website provides official information regarding the state’s predatory offender registry. Local law enforcement agencies, such as the St. Cloud Police Department, are also valuable resources for accurate information specific to the community. By relying on verified sources, citizens can make informed decisions based on accurate data, ensuring both public safety and the fair treatment of individuals within the criminal justice system.

The incident involving FamilyWatchdog.com highlights the ongoing challenges of navigating the digital information landscape. While the internet can be a powerful tool for accessing information, it is crucial to prioritize accuracy and reliability. By exercising critical thinking and verifying information with official sources, we can ensure that our understanding of public safety issues is grounded in fact, not misinformation. This approach empowers individuals to make informed decisions, contribute to a safer community, and uphold the principles of justice and fairness. The St. Cloud Police Department remains committed to providing accurate and timely information to the public and encourages community members to contact them with any questions or concerns.
