Sanctions Against Entities Facilitating Kremlin-Orchestrated Disinformation

U.S. Sanctions Russian Entities and Individuals for Malign Influence Campaign

Washington, D.C. – [Date] – The United States Department of the Treasury has taken decisive action against two Russian entities and two individuals involved in a sophisticated malign influence campaign orchestrated by the Russian government. This campaign, designed to manipulate public opinion and undermine democratic processes, utilized a network of over 60 websites masquerading as legitimate European news organizations and leveraged fake social media accounts to amplify their deceitful narratives. The Treasury Department’s Office of Foreign Assets Control (OFAC) designated Social Design Agency (SDA) and Company Group Structura LLC (Structura), along with their respective founder and CEO, for providing services to the Russian government in connection with this operation. This action underscores the U.S. government’s ongoing commitment to exposing and countering the Kremlin’s persistent efforts to spread disinformation and interfere in the democratic processes of sovereign nations.

The elaborate scheme orchestrated by SDA and Structura involved the creation of a complex web of imposter websites, mimicking the appearance and branding of credible news outlets across Europe. These fake news platforms served as conduits for disseminating fabricated stories and manipulated information, designed to sow discord, promote pro-Russian narratives, and undermine trust in legitimate media sources. To further amplify the reach of their disinformation, the operation employed an army of fake social media accounts, strategically deployed to share and promote the deceptive content generated by the spoofed websites. This multi-pronged approach allowed the Russian government to surreptitiously inject their carefully crafted propaganda into the online information ecosystem, potentially influencing public perception and even electoral outcomes.

The Treasury Department’s sanctions freeze any U.S.-based assets belonging to the designated entities and individuals and prohibit U.S. persons from engaging in any transactions with them. This action serves as a powerful deterrent against future malign influence operations and sends a clear message that the United States will not tolerate foreign interference in its democratic processes or those of its allies. The designations build upon a series of previous actions taken by the U.S. government to expose and disrupt Russia’s global malign influence campaigns, highlighting the Kremlin’s persistent efforts to undermine democratic institutions and sow discord around the world.

The U.S. government has repeatedly called out Russia for its interference in democratic processes, including meddling in the 2016 U.S. presidential election, attempting to subvert democracy in Moldova, and destabilizing activities in Ukraine. Furthermore, Russia has been accused of operating media outlets directly controlled by its intelligence services, further amplifying its capacity to spread disinformation and manipulate public opinion. These coordinated campaigns, often disguised behind seemingly legitimate fronts, represent a serious threat to the integrity of democratic institutions and the stability of international relations.

The Treasury Department’s action against SDA, Structura, and their leadership is a critical step in holding Russia accountable for its continued attempts to manipulate and undermine democratic processes. By targeting the financial infrastructure supporting these malign influence operations, the U.S. government aims to disrupt the Kremlin’s ability to conduct these campaigns and send a strong message that such activities will not be tolerated. The designations also serve as a warning to other actors considering engaging in similar activities, reinforcing the U.S. commitment to safeguarding democratic values and institutions both at home and abroad.

The United States remains steadfast in its commitment to defending against foreign interference and will continue to expose and counter the Kremlin’s malicious activities.
