Russia’s Election Interference Activities Observed in Poland

Poland Faces Unprecedented Russian Interference in Presidential Elections

Warsaw, Poland – Amidst a backdrop of escalating international tensions, Poland finds itself grappling with an unprecedented wave of cyberattacks and disinformation campaigns originating from Russia, aimed at disrupting the country’s upcoming presidential elections. Deputy Prime Minister and Minister of Digitalization, Krzysztof Gawkowski, delivered a stark warning at a recent defense conference, revealing the extent of Russian interference and its potential impact on the democratic process. He described the situation as an orchestrated effort to destabilize Poland through a combination of digital assaults on critical infrastructure and the dissemination of false narratives.

Gawkowski detailed the multifaceted nature of the Russian offensive, highlighting the targeting of essential services such as water and sewage operators, thermal power plants, energy supply facilities, and even government administration bodies. He emphasized the alarming surge in cyberattacks, noting a more than two-fold increase compared to the previous year. To underscore the severity of the situation, Gawkowski revealed a staggering statistic: "During every minute of my speech, a dozen or so incidents targeting critical infrastructure were recorded." This constant barrage of digital assaults paints a picture of a sustained and determined effort to undermine Poland’s stability.

The timing of these attacks coincides with the lead-up to the crucial presidential elections, raising concerns about their potential impact on the integrity of the democratic process. The first round of voting is scheduled for May 18th, with a potential runoff on June 1st. Authorities are particularly worried about the spread of disinformation, which has been observed not only within Poland but also internationally, particularly in English-speaking online communities. False information disguised as legitimate news reports, even mimicking established outlets like CNN, has been circulating, adding to the complexity of countering these malicious efforts.

This recent surge in cyberattacks is not an isolated incident. In March, the Polish Space Agency (POLSA) fell victim to a cyberattack, demonstrating the wide range of targets within the country’s infrastructure. Furthermore, evidence has surfaced linking recent attacks on the ruling Civic Platform (PO) party’s information systems to cybergroups operating out of Russia and Belarus. These incidents collectively underscore the sophisticated and coordinated nature of the cyber campaign against Poland. Experts suggest that these attacks are not random acts of vandalism but rather strategically designed operations with the specific goal of disrupting the electoral process and undermining public trust.

The financial incentives being offered for the dissemination of disinformation further corroborate the deliberate nature of these campaigns. Reports indicate that Russian intelligence agencies are offering payments ranging from EUR 3,000 to 4,000 for the distribution of content aimed at influencing the outcome of the elections. This organized approach to spreading false narratives highlights the calculated attempt to manipulate public opinion and potentially sway the electoral outcome.

The Polish government is taking the threat seriously and is working to enhance its cybersecurity defenses and counter disinformation campaigns. International cooperation is also being sought to address this transborder challenge. The situation in Poland serves as a stark reminder of the evolving nature of modern warfare, where digital attacks and information manipulation are increasingly employed as powerful tools to interfere in democratic processes and destabilize nations. The international community is closely monitoring the situation as Poland navigates this complex challenge and strives to safeguard its democratic institutions in the face of an unprecedented cyber onslaught. The implications extend beyond Poland’s borders, serving as a cautionary tale for democracies worldwide facing similar threats.
