Russian Foreign Ministry Addresses Alleged Azerbaijani Disinformation Campaign

Russia Urges Armenia and Azerbaijan to Exercise Restraint Amidst Escalating Border Tensions and Disinformation Concerns

MOSCOW – Tensions between Armenia and Azerbaijan have flared anew, raising concerns about the fragile peace in the South Caucasus. Against the backdrop of recent progress towards a comprehensive peace agreement, disturbing reports of renewed hostilities and disinformation campaigns have emerged, prompting calls for restraint and a return to diplomatic dialogue. The situation underscores the complex and volatile nature of the Armenian-Azerbaijani relationship, highlighting the challenges in achieving lasting peace and stability in the region.

Maria Zakharova, spokesperson for the Russian Ministry of Foreign Affairs, addressed the escalating situation during a press briefing on March 20th. Responding to a question from an Armenian journalist regarding alleged disinformation disseminated by the Azerbaijani Ministry of Defence, Zakharova expressed concern over the uptick in tensions, particularly given the recent positive developments in the peace negotiations. She emphasized the importance of both sides exercising restraint and refraining from any actions that could further escalate the situation. Zakharova underscored the necessity of resolving all outstanding issues through peaceful, political, and diplomatic means.

Reiterating Russia’s commitment to facilitating a peaceful resolution, Zakharova called upon both Armenia and Azerbaijan to recommit to the implementation of the trilateral agreements signed in 2020 and 2022. These agreements, brokered by Russia, aimed to establish a ceasefire and lay the groundwork for a lasting peace. However, the recent surge in tensions threatens to undermine the progress achieved thus far, jeopardizing the prospects for a comprehensive settlement.

The spokesperson also addressed Armenia’s current stance towards the Collective Security Treaty Organization (CSTO), a Russia-led military alliance. Zakharova noted that Russia’s commitments to Armenia, both within the CSTO framework and through bilateral agreements, remain in force. However, she pointed out that Armenia’s decision to freeze its participation in the CSTO does not contribute to its own security. This subtle yet pointed remark highlights the potential implications of Armenia distancing itself from the security alliance at a time of renewed regional instability.

The recent surge in tensions comes at a critical juncture in the Armenian-Azerbaijani peace process. While significant progress has been made in drafting a peace agreement, the recurring outbreaks of violence and the spread of disinformation underscore the fragility of the situation. The international community, particularly Russia as the primary mediator, faces the challenge of encouraging both sides to refrain from escalating the conflict and return to the negotiating table. The long-term stability of the South Caucasus hinges on the ability of Armenia and Azerbaijan to find a peaceful and sustainable resolution to their long-standing conflict.

The situation remains fluid, with the potential for further escalation. The international community is closely monitoring developments and urging both Armenia and Azerbaijan to exercise restraint and prioritize dialogue. The path to peace in the South Caucasus remains arduous, requiring sustained diplomatic efforts and a commitment from all parties to de-escalate tensions and engage in constructive negotiations. The coming days and weeks will be crucial in determining whether the recent progress towards a peace agreement can be salvaged or whether the region will once again descend into conflict.
