Romania Confronts Disinformation Campaign Ahead of Contentious Presidential Runoff

Romania Braces for Crucial Presidential Runoff Amidst Disinformation Deluge

Romania is poised for a decisive presidential runoff election this Sunday, with the nation grappling with a pervasive wave of disinformation that threatens to undermine the integrity of the vote. The contest is a nail-biter between George Simion, a Eurosceptic ultra-nationalist who secured a significant victory in the first round, and Nicușor Dan, a pro-EU centrist. The stakes are high, as the country navigates a complex geopolitical landscape and seeks to maintain its democratic foundations in the face of external pressures.

This election represents a second attempt to determine Romania’s next president. The initial vote, held in November, was annulled following revelations from Romanian intelligence agencies alleging a state-sponsored disinformation campaign on TikTok supporting the then-front runner, Călin Georgescu. Georgescu, an outsider with extreme views, was subsequently barred from participating in the rerun, sparking outrage amongst his supporters both within Romania and internationally. This annulment and the subsequent controversy have further fueled anxieties about the vulnerability of the electoral process to manipulation.

Experts warn that this second electoral attempt remains susceptible to foreign interference, particularly through disinformation campaigns designed to sow discord and erode public trust. Open Minds, a defence technology company, has identified a significant number of Romanian Telegram channels with close ties to pro-Kremlin media outlets, actively disseminating misleading or outright false narratives related to the election. These channels, acting as conduits for Russian propaganda, amplify state-sponsored content in both Romanian and English, aiming to influence public opinion and potentially disrupt the democratic process. While Telegram’s usage is not widespread in Romania, its role in mobilizing hardline voters and disseminating content to other platforms, like TikTok previously, raises concerns about its manipulative potential.

The disinformation narratives circulating online paint a disturbing picture, featuring unsubstantiated accusations of government crimes, baseless allegations of widespread electoral fraud, and even false claims that the election itself has been cancelled. These narratives exploit existing vulnerabilities within Romanian society, particularly the low level of trust in institutions. Dr. Madalina Botan, an associate professor at the National University of Political Science and Administration, highlights the danger of such disinformation campaigns, which can exacerbate voter apathy and further erode public confidence in the democratic process. Romania’s geopolitical position, bordering Ukraine and Moldova, places it on the frontline of Russian disinformation efforts, making it particularly susceptible to these tactics.

Adding to the complexity of the situation, George Simion, the frontrunner in recent polls, has taken a controversial stance on Ukraine, threatening to withdraw Romanian support until the rights of the ethnic Romanian minority in Ukrainian territory are respected. Simion is currently barred from entering both Ukraine and Moldova due to what Ukrainian security services describe as systematic anti-Ukrainian activities. His rhetoric, coupled with the pervasive disinformation campaigns, creates a volatile environment ahead of the crucial vote.

Meanwhile, TikTok, the platform at the centre of the controversy surrounding the annulled November election, remains under scrutiny. Despite implementing changes designed to enhance content moderation and detection of political accounts, recent studies suggest that the platform’s algorithm continues to disproportionately promote far-right content. This raises serious concerns about TikTok’s ability to effectively combat the spread of disinformation and ensure the integrity of democratic processes. The European Commission is currently investigating TikTok’s role in the previous election, and the findings of this investigation could have significant implications for the platform’s future operations in Europe. The situation in Romania serves as a stark reminder of the challenges posed by online disinformation and the urgent need for effective strategies to counter its influence on democratic elections. The ongoing struggle to ensure a fair and transparent vote highlights the vulnerability of democratic processes in the digital age and the need for constant vigilance against manipulation and interference.
