Russia Spreads Disinformation About Foreign Control of Ukrainian Borders

Kyiv, Ukraine – Ukraine’s Center for Countering Disinformation (CCD) has reported a new wave of Russian disinformation aimed at undermining Ukraine’s sovereignty and justifying its ongoing military aggression. This latest campaign falsely claims that Ukrainian borders with Poland and Romania are under the control of foreign border guards, with Polish and Romanian forces allegedly encroaching up to 2 kilometers into Ukrainian territory. The CCD denounces these claims as baseless fabrications designed to sow discord and create a pretext for further Russian advances.

The only "evidence" presented by Russian propagandists is a video of a captured Ukrainian border guard, purportedly confessing to these allegations. However, the CCD emphasizes that such videos, often extracted under duress and torture in Russian captivity, hold no credibility as evidence. The Center highlights the systematic use of forced confessions by Russian forces, a tactic frequently employed to disseminate disinformation and manipulate public opinion. International human rights organizations have extensively documented the widespread use of torture and ill-treatment against Ukrainian prisoners of war, rendering any statements obtained under such conditions inherently unreliable.

This disinformation campaign serves multiple purposes for the Kremlin. Primarily, it seeks to justify Russia’s military aggression against Ukraine by portraying the conflict as a necessary intervention to protect its own borders and interests. By falsely depicting Ukraine as a puppet state controlled by foreign powers, Russia aims to legitimize its invasion and garner support for its actions, both domestically and internationally.

Furthermore, this narrative contributes to the false narrative of "liberation" used by Russia to justify its occupation of Ukrainian territories. By suggesting that Ukrainian borders are already under foreign control, Russia attempts to create the illusion that its forces are merely restoring order and safeguarding these regions, rather than engaging in an illegal invasion and occupation. This distorted portrayal is part of a broader propaganda strategy to undermine Ukrainian sovereignty and present Russia as a protector of ethnic Russians and Russian speakers.

The CCD urges the international community to remain vigilant against Russian disinformation and to critically evaluate information emanating from Kremlin-controlled media sources. The Center underscores the importance of relying on verified and independent sources for accurate reporting on the ongoing conflict. It also calls for increased efforts to expose and counter Russian disinformation campaigns, which pose a significant threat to international security and stability.

The international community has consistently condemned Russia’s invasion of Ukraine and its use of disinformation as a weapon of war. Numerous reports from international organizations, including the United Nations and the Organization for Security and Cooperation in Europe (OSCE), have documented the scale and scope of Russian disinformation operations. These reports highlight the Kremlin’s sophisticated propaganda apparatus, which utilizes a vast network of state-controlled media outlets, social media bots, and proxy websites to disseminate false narratives and manipulate global public opinion. The international community must remain united in its efforts to counter these disinformation campaigns and uphold the principles of international law and sovereignty. The CCD’s warning about the latest wave of Russian propaganda serves as a timely reminder of the ongoing information war that accompanies the physical conflict, and the critical need to remain vigilant against false narratives.
