NMC Condemns Chinese Disinformation Regarding Sandy Cay

Manila Denounces Beijing’s Disinformation Campaign Over Pag-asa Cay 2 in the West Philippine Sea

Manila, Philippines – The National Maritime Council (NMC) has vehemently denounced what it describes as a calculated disinformation campaign orchestrated by China concerning Pag-asa Cay 2 (also known as Sandy Cay), a disputed feature within the West Philippine Sea. The council accuses Chinese state-controlled media of disseminating false narratives that portray China as having established effective control over the cay, citing activities such as flag-raising and waste collection as evidence of their purported sovereignty. The NMC categorically refutes these claims, emphasizing that Pag-asa Cay 2 is an integral part of Philippine territory and condemning the disinformation campaign as a deliberate attempt to mislead both domestic and international audiences.

The council’s statement underscores the broader context of China’s assertive actions in the region, highlighting the environmental damage caused by the persistent swarming of Chinese vessels around Pag-asa Island and its adjacent cays. The NMC specifically points to the long-term ecological consequences stemming from China’s extensive artificial island construction, particularly at Zamora Reef (also known as Subi Reef), a feature that the Philippines asserts falls within its territorial sea. The NMC’s condemnation of China’s actions reflects the escalating tensions in the South China Sea and underscores the Philippines’ resolve to defend its sovereign rights.

The dispute over Pag-asa Cay 2 is not an isolated incident but rather a microcosm of the broader maritime disputes that have plagued the South China Sea for decades. China’s expansive claims, encompassing nearly the entire South China Sea, have been met with resistance from neighboring countries, including the Philippines, Vietnam, Malaysia, Brunei, and Taiwan, all of whom have overlapping claims. The 2016 South China Sea Arbitral Award, which invalidated China’s historical claims based on the "nine-dash line," has further complicated the situation, with China refusing to recognize the ruling. The Philippines, however, views the ruling as legally binding and a cornerstone of its maritime claims.

The Philippines has consistently called on China to adhere to international maritime law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), the 2016 Arbitral Award, and the 2002 Declaration on the Conduct of Parties in the South China Sea. These legal frameworks, the Philippines argues, provide a clear basis for resolving maritime disputes peacefully and equitably. The NMC’s statement reinforces the Philippines’ commitment to these principles and its determination to uphold its maritime entitlements under international law. While advocating for peaceful dialogue, the Philippines remains steadfast in its resolve to continue its lawful and routine activities in the region.

The NMC’s accusation of a Chinese disinformation campaign reflects a growing concern among regional actors about China’s use of propaganda and misinformation to bolster its claims in the South China Sea. Critics argue that China’s state-controlled media often presents a distorted narrative of events, aimed at shaping public opinion both domestically and internationally. This alleged disinformation campaign, coupled with China’s assertive actions on the ground, creates a volatile and unpredictable environment in the region, raising concerns about the potential for miscalculation and escalation.

The current standoff over Pag-asa Cay 2 highlights the complex and multifaceted nature of the South China Sea disputes. Balancing the need for peaceful dialogue with the imperative to defend sovereign rights presents a significant challenge for the Philippines and other claimant states. While the NMC’s strong condemnation of China’s actions sends a clear message of resolve, the path towards a peaceful and lasting resolution remains uncertain, demanding continued diplomatic efforts and a commitment to upholding international law. The National Security Council’s previous refutation of China’s claims regarding Sandy Cay further underscores the seriousness with which the Philippines views these developments. The situation remains tense, and the international community is closely watching the unfolding events in the contested waters of the South China Sea. The Philippines’ commitment to peaceful resolution while defending its sovereign territory sets the stage for a delicate balancing act in the face of escalating regional tensions.
