New European Digital Media Observatory Hub Combats Disinformation in Ukraine and Moldova

New European Digital Media Observatory Hub to Combat Disinformation in Ukraine and Moldova

BRUSSELS – The European Union is bolstering its efforts to counter disinformation in Ukraine and Moldova with the launch of a new regional hub of the European Digital Media Observatory (EDMO). This new hub, known as FACT (Fighting Against Circumvention Tactics), represents a significant step in the fight against malicious information campaigns, particularly those originating from Russia, which have intensified amidst the ongoing conflict and political instability in the region. FACT will serve as a vital resource for identifying, analyzing, and exposing disinformation campaigns targeting both countries, contributing to a more informed and resilient information environment. With a specific focus on protecting the integrity of the upcoming Moldovan elections, FACT aims to prevent manipulation and interference that could undermine democratic processes.

The establishment of FACT expands the EDMO network to 15 hubs, covering the entire European Union and beyond. This comprehensive network reflects the EU’s commitment to addressing the transnational nature of disinformation and ensuring a coordinated response across the continent. EDMO hubs operate as independent entities, bringing together a diverse range of experts, including fact-checkers, media literacy organizations, academics, and researchers. This multidisciplinary approach allows for a comprehensive understanding of disinformation tactics and their impact on society, enabling more effective countermeasures. FACT, like other EDMO hubs, will play a crucial role in fostering collaboration and information sharing among various stakeholders, strengthening the overall resilience of the information ecosystem.

FACT’s mission will encompass a wide range of activities, including real-time monitoring of online platforms, identifying emerging disinformation narratives, and conducting in-depth analysis of disinformation campaigns. By leveraging advanced technologies and analytical tools, FACT will be able to detect and track the spread of disinformation, identify its sources, and expose the manipulative tactics employed. The hub’s focus on Russian disinformation reflects the specific challenges faced by Ukraine and Moldova, which have been disproportionately targeted by Kremlin-backed propaganda and misinformation efforts. FACT will contribute to strengthening the resilience of these countries against such attacks, empowering citizens to critically evaluate information and resist manipulation.

Beyond its reactive monitoring and analysis functions, FACT will also proactively engage in media literacy initiatives and public awareness campaigns. By equipping citizens with the skills and knowledge to identify and debunk disinformation, FACT aims to foster a more discerning and informed public. These initiatives will focus on empowering citizens to critically evaluate information sources, recognize manipulative tactics, and make informed decisions based on factual evidence. FACT will also collaborate with media outlets and journalists to enhance their ability to identify and report on disinformation campaigns, ensuring that accurate and reliable information reaches the public.

The launch of FACT coincides with the continued funding of six existing EDMO hubs whose contracts were set to expire in 2025. These hubs will continue their vital work in combating disinformation within their respective regions. The collective efforts of all EDMO hubs, now totaling 15, demonstrate the EU’s commitment to addressing this complex challenge on a pan-European scale. The hubs are funded by the Digital Europe Programme, with a total allocation of approximately €8.8 million distributed across all hubs for a period of 30 to 36 months. This funding underscores the EU’s recognition of the urgent need to counter disinformation and its commitment to investing in robust and sustainable solutions.

The independence of EDMO and its regional hubs is a cornerstone of their credibility and effectiveness. Free from any governmental or political influence, the hubs operate with full autonomy, ensuring that their analyses and recommendations are based solely on factual evidence and professional integrity. This independence is crucial for maintaining public trust and ensuring the objectivity of their work. The selection of organizations to participate in the EDMO network is based on rigorous criteria, with a strong emphasis on adherence to the highest standards of professional integrity, ethical conduct, and independence. This commitment to transparency and accountability reinforces the value and reliability of the EDMO network as a vital resource in the fight against disinformation.
