Misinformation Driven by Demand, Not Supply.

The Looming Threat of AI-Generated Misinformation in the 2024 Election: An Exaggerated Concern?

The 2024 US presidential election is fast approaching, and with it comes a growing apprehension about the potential impact of artificial intelligence (AI) on the spread of misinformation. Experts and politicians alike warn of an impending deluge of AI-generated fake news, deepfakes, and manipulated media designed to sway public opinion and undermine the democratic process. This fear is further compounded by the closure of several research programs dedicated to studying and combating misinformation, often due to accusations of bias. However, while the potential for AI-driven misinformation is undeniable, its significance in the upcoming election may be overblown. The real issue, as history demonstrates, lies not with the supply of misinformation, but with the demand.

The 2020 election serves as a prime example. The widespread belief among some that the election was stolen from Donald Trump was not primarily fueled by sophisticated technological manipulation. While some manipulated content undoubtedly existed, the driving force behind the narrative was a pre-existing demand for such a belief among a segment of the population. Trump himself became the primary supplier, meeting this demand with unsubstantiated claims of widespread voter fraud. This narrative resonated with those already predisposed to believe it, regardless of the lack of credible evidence. Even simple technologies like photo manipulation played a minor role compared to the powerful combination of a receptive audience and a compelling narrative of victimhood. The demand for this narrative was so strong that it has persisted even in the face of overwhelming contradictory evidence.

This pattern is not unique to the 2020 election. The “birther” conspiracy theory surrounding Barack Obama’s birthplace gained traction not because of expertly forged documents, but because of a pre-existing desire among some to question his legitimacy as an American president. Similarly, the COVID-19 lab-leak hypothesis, initially suppressed on mainstream social media, gained traction due to a combination of genuine inquiry and deliberate misinformation. In each of these cases, the key ingredient was not the sophistication of the fabrication, but the pre-existing demand for a particular narrative.

The abundance of misinformation in the modern information landscape means that individuals are constantly bombarded with a deluge of falsehoods, far exceeding their capacity to critically evaluate. In this environment, the limiting factor is not the supply of misinformation, but the individual’s attention and susceptibility to specific narratives. Factors such as pre-existing biases, resentment towards authority, and the desire to feel validated play a crucial role in determining which misinformation gains traction. The ability of like-minded individuals to connect and reinforce each other’s beliefs further amplifies the impact of misinformation.

While AI undoubtedly has the potential to generate highly sophisticated and convincing forms of misinformation, its impact on the 2024 election is unlikely to be dramatically different from previous elections. The fundamental problem remains the demand for misinformation, not its supply. In fact, AI tools, particularly large language models, may even offer a counterbalance by providing users with access to relatively objective information. While current LLMs are not entirely free from bias, they generally perform well in answering factual questions.

Given the persistent demand for misinformation, traditional solutions such as fact-checking and education are unlikely to be effective. Fact-checking struggles with scalability and the rapid spread of misinformation, while education alone cannot overcome deeply ingrained biases. The most effective long-term solution lies in fostering trust in institutions through transparent and effective governance. When governments effectively address societal problems and demonstrate accountability, public trust increases, making individuals less susceptible to misinformation. This, in turn, reduces the demand for alternative narratives that often underpin the spread of false information.

Combating misinformation is a complex challenge with no easy solutions. While AI may exacerbate the problem, it is unlikely to be the primary driver of misinformation in the 2024 election. The real battleground is the demand side. Building trust is a long and arduous process, but societies that prioritize transparent and effective governance will be better equipped to navigate the challenges of misinformation and maintain a healthy democratic discourse. A more functional and trusting society is less vulnerable to the divisive effects of misinformation, regardless of its source.
