Mexico’s Migration Disinformation Crisis: A System Failing Asylum Seekers

The dawn breaks bleakly over an industrial wasteland on the outskirts of Mexico City. In the pre-dawn chill, dozens of migrants huddle together, forming a desperate queue outside the new, relocated offices of the Mexican Commission for Refugee Assistance (COMAR). Their hope for asylum in Mexico is palpable, yet they are met not with official guidance, but with chaos and exploitation. This scene, observed during a five-part investigation by Conexión Migrante and Factchequeado, lays bare a system riddled with disinformation, bureaucratic inefficiency, and a chilling lack of government transparency, leaving vulnerable migrants prey to fraud and despair.

The investigation, supported by the International Center for Journalists (ICFJ), reveals a disturbing pattern of systemic disinformation emanating from the Mexican government itself. Outdated websites, defunct office locations listed on official resources, and a near-absence of crucial information on social media platforms frequented by migrants paint a picture of deliberate neglect. This information vacuum allows unscrupulous third parties to thrive, selling access to services that should be free, exploiting the desperation of those seeking refuge. The very institutions designed to protect asylum seekers are inadvertently facilitating their exploitation.

The tightening of US border policies under a second Trump administration has exacerbated the crisis. With the traditional pathway to the US blocked, many migrants are choosing to remain in Mexico, hoping to regularize their status. However, instead of finding safety and support, they encounter a bureaucratic labyrinth shrouded in misinformation. This has fueled a dramatic increase in exposure to migration hoaxes, with nearly half of surveyed migrants reporting encountering false information, leading to financial exploitation and dashed hopes.

While Mexican President Claudia Sheinbaum frequently lauds Mexican migrants in the US as heroes, her rhetoric rarely acknowledges the plight of those seeking refuge within Mexico’s borders. An analysis of her press conferences reveals scarce mention of “migrants in Mexico,” “foreigners,” or COMAR, suggesting a deliberate downplaying of the issue. Critics argue that this silence, coupled with the government’s actions, reflects an unspoken agreement with the US to deter migrant arrivals, prioritizing border control over humanitarian concerns. This echoes the policies of the previous Trump administration, suggesting a continuation of a restrictive approach to migration.

On the ground, the reality for asylum seekers is stark. The investigation uncovered instances of migrants paying exorbitant taxi fares for journeys easily accessible by public transport, driven by fear and lack of clear directions. Consultants and lawyers capitalize on the confusion, charging hefty fees for services that often amount to little more than empty promises. The relocation of the COMAR office in Mexico City to a remote, crime-ridden area further highlights the government’s apparent disregard for the safety and well-being of asylum seekers. The absence of official presence at these locations creates a breeding ground for exploitation, with individuals controlling access and selling appointments for services that are legally free.

The investigation also exposed a glaring discrepancy between Mexico’s legal obligations and the practical application of its refugee laws. COMAR’s website, offering outdated information and defunct office locations, serves as a prime example of this failure. A lack of clear guidelines on social media platforms, coupled with a complete absence from TikTok, the platform most used by migrants for information, further exacerbates the problem. This digital void is filled by a proliferation of fake accounts spreading misinformation and preying on vulnerable individuals. Meanwhile, legitimate law firms are charging exorbitant fees for assistance with refugee applications, further burdening those already struggling to survive. The situation reveals a systemic failure to provide accessible and accurate information to those who need it most.

The refugee application process itself is fraught with delays and inconsistencies. Despite a legal timeframe of 45 working days, a significant backlog of unprocessed applications languishes within the system. Migrants are left in limbo, waiting for emails that never arrive or encountering bureaucratic hurdles that force them to restart the process, adding months to their already precarious situation. The reduction in COMAR’s budget further compounds the problem, hindering its ability to effectively process applications and provide essential support.

The investigation uncovered a thriving ecosystem of disinformation on social media, particularly on TikTok and Facebook. Fake accounts posing as legitimate news outlets or prominent journalists spread false information about visa programs and legal pathways, often promoting Mexico as a “Plan B” for those unable to enter the US. This disinformation campaign preys on the hopes and anxieties of migrants, leading to financial exploitation and further disillusionment. The tactics employed range from promising non-existent visa opportunities to discouraging individuals from seeking refuge through official channels, all while promoting private services for a fee.

The desperation of migrants seeking refuge makes them particularly vulnerable to scams. The investigation documented cases of individuals being lured with promises of Canadian visas or legal protection, only to be defrauded of their money. These scams often involve fake legal documents and promises of safe passage, preying on the fear of detention and deportation. The lack of official information and support leaves migrants at the mercy of these unscrupulous actors, exacerbating their vulnerability and undermining their trust in the system. The findings underscore the urgent need for government action to combat disinformation and provide accurate and accessible information to those seeking refuge.

The investigation paints a bleak picture of a system failing those it is designed to protect. The combination of government inaction, bureaucratic inefficiency, and rampant disinformation creates a hostile environment for asylum seekers, leaving them vulnerable to exploitation and despair. While some migrants express resilience and determination to build a life in Mexico, the obstacles they face are immense, highlighting the urgent need for systemic change and a renewed commitment to protecting the rights and well-being of those seeking refuge. The investigation serves as a call to action for the Mexican government to address the information crisis, combat disinformation, and ensure that asylum seekers receive the support and protection they are entitled to under law.
