Kaja Kallas Condemns Putin’s War on Ukraine as Based on Fabrications

EU Doubles Down on Combating Russian Disinformation Amidst Ongoing War in Ukraine

STRASBOURG – The European Union is escalating its efforts to counter Russian disinformation campaigns, targeting not only its member states but also candidate countries, neighbors, and third countries impacted by the Kremlin’s propaganda machine. High Representative of the Union for Foreign Affairs and Security Policy, Kaja Kallas, addressed the European Parliament in a plenary session dedicated to Russia’s disinformation tactics and historical revisionism used to justify its ongoing aggression against Ukraine. Kallas emphasized the critical need to bolster support for vulnerable nations in resisting these manipulative narratives, calling disinformation a “Russian military tactic and a threat to our security.”

Kallas unequivocally condemned Russia’s attempts to rewrite history to legitimize its invasion, stating that "there is no rewriting of history that can ever explain away the invasion of another country today." She underscored the blatant falsehoods underpinning Putin’s justifications for the war, highlighting the unwavering resilience of the Ukrainian people and the EU’s commitment to continued support until Ukraine achieves victory. The High Representative stressed the importance of recognizing the disinformation war being waged alongside the physical conflict, characterizing it as an integral component of Russia’s military strategy.

“As we recently saw in Romania, Moldova and Georgia, Russia does not stop its attempts to undermine and destabilise our Union and our partners,” Kallas warned. She highlighted the Kremlin’s persistent efforts to destabilize the region, specifically mentioning recent incidents in Romania, Moldova, and Georgia as evidence of Russia’s ongoing attempts to obstruct the European aspirations of candidate countries. Kallas emphasized the EU’s commitment to working closely with these nations, particularly candidate countries, to fortify their resilience against Russian interference designed to derail their progress towards European integration. This includes bolstering their capacity to identify, analyze, and counter disinformation narratives, as well as strengthening their independent media landscapes.

The EU’s strategy to combat Russian disinformation involves a multi-pronged approach, which includes enhancing cooperation among member states to improve the detection and prevention of disinformation campaigns, both internally and externally. The focus will be on bolstering the EU’s ability to identify and respond to domestic threats to democracy, which are often exacerbated by foreign interference, including the spread of disinformation. Improving situational awareness of ongoing disinformation campaigns and streamlining crisis response mechanisms are crucial elements of this proactive approach. This also involves greater collaboration with international partners and tech companies to identify and remove disinformation content and accounts.

Another key aspect of the EU’s approach involves bolstering independent media and promoting media literacy within the Union and in partner countries. This includes supporting investigative journalism, fact-checking initiatives, and media literacy programs that equip citizens with the critical thinking skills necessary to discern credible information from disinformation. By fostering a more informed and discerning public, the EU aims to create a more resilient information environment less susceptible to manipulation.

Kallas’s address to the European Parliament served as a call to action, urging increased vigilance and coordinated efforts among member states and partner countries to counter the pervasive threat of Russian disinformation. The EU’s commitment to supporting Ukraine and other vulnerable nations underscores its recognition of disinformation as a critical element of modern warfare, requiring a comprehensive and sustained response. The focus on building resilience, improving detection and response mechanisms, and empowering citizens through media literacy highlights the EU’s determination to safeguard its democratic values and protect its citizens from manipulation and interference. The EU’s intensified efforts reflect the growing recognition of the insidious nature of disinformation as a tool of hybrid warfare, requiring a robust and multifaceted response to protect democratic societies and uphold the principles of truth and transparency.
