India Exposes Pakistani Disinformation Campaign Regarding the Indus Waters Treaty at the United Nations

India Dismantles Pakistan’s Disinformation Campaign at UN over Indus Waters Treaty

India launched a robust counter-offensive against Pakistan’s accusations regarding the Indus Waters Treaty (IWT) at the United Nations, exposing Islamabad’s attempts to manipulate the narrative surrounding the 1960 agreement. India asserted that Pakistan, fueled by envy of India’s economic progress, has consistently employed terrorism as an undeclared policy, violating the spirit of the IWT, which calls for goodwill and friendship. Pakistan’s actions, including three major wars and countless terror attacks, have tragically cost thousands of Indian lives and jeopardized regional stability. This campaign of violence, India argued, directly contradicts the treaty’s foundational principles and exposes Pakistan’s disingenuous claims.

Ambassador Parvathaneni Harish, India’s Permanent Representative to the UN, addressed the Security Council’s Arria Formula meeting on "Protecting Water in Armed Conflict – Protecting Civilian Lives," categorically rejecting Pakistan’s allegations of an "water war" instigated by India. He highlighted the 2012 terrorist attack on the Tulbul Navigation Project in Jammu and Kashmir by Hizbul Mujahideen militants, demonstrating Pakistan’s use of terrorist proxies to disrupt crucial infrastructure projects. This incident, which caused significant damage and delayed the project, underscores Pakistan’s long-standing pattern of employing terrorism to undermine India’s development efforts and further its own agenda. The attack, ironically, exacerbated the impact of subsequent floods in 2014, harming the very Kashmiri population Pakistan claims to champion.

Ambassador Harish emphasized India’s generous allocation of water resources under the IWT, ceding over 80% of the Indus system’s flow to Pakistan while retaining less than 20%. This disproportionate distribution, he argued, reflects India’s commitment to the treaty’s principles despite Pakistan’s persistent hostility. He further highlighted Pakistan’s blatant disregard for the treaty’s preamble, which emphasizes "goodwill and friendship," by initiating three wars and perpetrating numerous terrorist attacks against India. These actions, culminating in the recent targeted attack on Hindu tourists in Pahalgam, demonstrate a clear pattern of aggression and a deliberate attempt to destabilize India.

India’s decision to hold the IWT in abeyance following the Pahalgam attack, which claimed the lives of two dozen Hindu pilgrims, was a direct response to Pakistan’s continued support for cross-border terrorism. This move underscores India’s unwavering commitment to protecting its citizens and holding Pakistan accountable for its actions. The attack, a significant escalation in Pakistan’s terror campaign, shattered the illusion of tourist safety in Kashmir and severely impacted the region’s economy, further highlighting the devastating consequences of Pakistan’s actions. India’s stance is clear: the onus lies on Pakistan to unequivocally renounce its support for terrorism and create an environment conducive to dialogue.

Ambassador Harish revealed that India has repeatedly, over the past two years, invited Pakistan to discuss modifications to the IWT, addressing the evolving realities of the region. These include escalating security concerns stemming from cross-border terrorism, growing energy needs, climate change, and demographic shifts. However, Pakistan has consistently rebuffed these overtures, unwilling to engage in constructive dialogue. This intransigence, India argues, underscores Pakistan’s unwillingness to adapt the treaty to contemporary challenges and further demonstrates its bad faith. India’s call for modifications is based on the need to incorporate modern technologies related to dam construction, sediment management, and other related matters.

India’s diplomatic efforts extend beyond the UN, with cross-party parliamentary delegations dispatched globally to articulate India’s position on cross-border terrorism and the IWT. These delegations are engaging with political leaders and media outlets worldwide, highlighting Pakistan’s role in sponsoring terrorism and its unwillingness to engage in meaningful dialogue on the IWT. India’s firm stance reflects a growing international consensus on the need to hold Pakistan accountable for its actions and ensure the IWT’s principles are upheld in good faith. The focus remains on achieving regional stability and preventing the further misuse of the treaty as a tool for political manipulation and aggression.
