House of Representatives Launches Inquiry into Online Disinformation in the Philippines

The Philippine House of Representatives has initiated a comprehensive investigation into the pervasive issue of online disinformation, marking a significant step in addressing the growing concern over the spread of false and misleading information in the digital sphere. This inquiry, scheduled to commence on Tuesday, February 4, 2024, underscores the urgency and gravity of the situation, as online disinformation continues to pose a threat to democratic processes, public trust, and social harmony. The House’s proactive approach reflects a growing global awareness of the detrimental impact of disinformation campaigns, particularly in the context of political discourse and public opinion manipulation.

The investigation is being spearheaded by a specially formed tri-committee, comprised of the House panels on public order, public information, and information and communications technology. This collaborative effort leverages the expertise of different committees to provide a multifaceted and holistic approach to the complex issue of online disinformation. The tri-committee structure ensures a comprehensive examination of the various dimensions of the problem, including the legal, ethical, and technological aspects. Notably, the list includes several prominent vloggers and bloggers, many of whom are recognized supporters of former President Rodrigo Duterte. These individuals, such as Jay Sonza, Sass Rogando Sasot, Mark Anthony Lopez, Lord Byron Cristobal, Krizette Lauretta Chu, Vivian Velez, Trixie Cruz-Angeles, and Lorraine Marie Badoy-Partosa, wield considerable influence within the online sphere and their testimonies are expected to shed light on the dynamics of disinformation dissemination within specific online communities. Their participation will be crucial in understanding how disinformation campaigns are orchestrated and amplified through online platforms.

In addition to these online personalities, representatives from major tech companies, including Google, Meta (Facebook), and ByteDance (TikTok), have also been invited to the hearing. Their presence is essential for gaining insights into the role of these platforms in facilitating the spread of disinformation. The House aims to engage with these tech giants to explore potential solutions and collaborative efforts to combat the spread of false narratives and harmful content on their platforms. This direct engagement with technology companies is a vital aspect of the inquiry, as it recognizes the crucial role these platforms play in shaping online discourse.

Furthermore, the House has also invited representatives from key government agencies, including the National Bureau of Investigation (NBI), the Philippine National Police (PNP), and the Department of Justice (DOJ), to participate in the hearing.
