French intelligence and military officials have leveled serious accusations against China, alleging a coordinated disinformation campaign aimed at discrediting the Rafale fighter jet, a flagship French military export. This campaign is believed to have been initiated following the first confirmed combat loss of a Rafale during a clash between India and Pakistan in May 2024, known as Operation Sindoor. While Pakistan claimed to have shot down three Rafales, France officially acknowledged the loss of only one, alongside a Sukhoi and a Mirage 2000. The attachés are accused of questioning the Rafale’s performance and promoting Chinese-manufactured alternatives while casting doubt on the French fighter jet’s combat capabilities. This diplomatic lobbying effort, according to French officials, forms one arm of a larger, two-pronged strategy to undermine the Rafale’s standing in the international arms market.

Complementing the embassy-level lobbying, French officials have identified a widespread online disinformation campaign, allegedly involving over 1,000 newly created social media accounts. These accounts are said to be disseminating manipulated images, AI-generated content, and video game footage falsely presented as actual combat visuals. The overall narrative pushed by this online activity, according to the French assessment, seeks to portray Chinese missile systems as significantly superior to their Western counterparts, implying that the Rafale is vulnerable and less effective in modern warfare. While no direct link between Beijing and this online activity has been definitively established, French officials believe the embassy lobbying and the online disinformation campaign are synchronized components of a coordinated strategy orchestrated by China.

The French government perceives this campaign as a direct attack not only on the Rafale but also on France’s credibility as a defense partner. The Rafale represents a significant strategic asset for France, and its export sales are crucial to the country’s defense industry and diplomatic influence. The timing of the alleged campaign, coinciding with France’s efforts to strengthen strategic ties with Indonesia amidst growing regional tensions, is seen as particularly significant. Indonesia, a key player in the Indo-Pacific, has already ordered 42 Rafales and is considering further acquisitions, making it a prime target for efforts to undermine the Rafale’s market position.

China has vehemently denied these allegations, dismissing them as “groundless rumours and slander.” The Chinese Ministry of National Defence stated that China maintains a “prudent and responsible approach to military exports” and plays a “constructive role in regional and global peace and stability.” However, analysts point out that the alleged campaign aligns with China’s increasing use of influence operations and disinformation tactics to challenge Western arms sales and strategic alliances in Asia. China’s growing assertiveness in the region and its efforts to expand its military and economic influence create a context in which such actions, even if denied, are viewed with suspicion by Western powers.

The French government is taking these allegations seriously and is working to reassure its partner nations about the Rafale’s capabilities and France’s commitment to its defense partnerships. French officials describe the alleged campaign as an “unprecedented” assault on their reputation and are actively working to counter the negative narratives being spread. The incident underscores the growing importance of information warfare and disinformation campaigns in the context of international arms sales and geostrategic competition, particularly in the strategically sensitive Indo-Pacific region. The future sales of the Rafale, and more broadly, the dynamics of international arms trade, may be significantly influenced by the ongoing information battle surrounding these allegations and counter-allegations.
