French Authorities Expose Extensive Russian Disinformation Network Targeting Ukraine and Western Allies

PARIS – French authorities have unveiled a sprawling network of Russian disinformation campaigns, dubbed "Storm-1516," which has been actively disseminating anti-Ukrainian and anti-Western narratives across Europe and beyond. Viginum, the French agency tasked with countering foreign online attacks, has identified nearly 80 distinct disinformation operations linked to Russian actors between August 2023 and early March 2025. This sophisticated campaign leverages cutting-edge artificial intelligence to fabricate convincing online personas, employs amateur operatives for dissemination, and represents a substantial threat to the integrity of public discourse, both within France and throughout Europe.

The Storm-1516 campaign marks a significant escalation in Russia’s information warfare tactics. Its reliance on AI-generated profiles allows for the creation of seemingly authentic online identities, making it increasingly difficult to distinguish genuine users from fabricated ones. These fabricated personas infiltrate social media platforms, online forums, and comment sections, subtly injecting pro-Russian narratives and sowing discord among Western audiences. The use of amateur operators, likely recruited and paid for their services, further expands the reach of the campaign while providing a layer of plausible deniability for the Russian state actors orchestrating the disinformation efforts.

Viginum’s report highlights the effectiveness of Storm-1516 in infiltrating Western information spaces. The campaign skillfully exploits existing societal divisions and anxieties, tailoring its messaging to resonate with specific target audiences. This targeted approach amplifies the impact of the disinformation, fostering distrust in democratic institutions, eroding public confidence in Ukraine’s cause, and promoting a pro-Russian perspective on the ongoing conflict. French Foreign Minister Jean-Noel Barrot, commenting on the revelations, emphasized the pervasive nature of the Russian disinformation campaign and its amplification by certain actors in the American far-right. This transatlantic connection reveals the complex and interconnected nature of disinformation networks, highlighting how malign actors can exploit existing political and ideological fault lines to further their agendas.
