France Launches “Diplomatic Reserve” to Bolster Citizen Assistance, Counter Disinformation, and Enhance Global Influence
PARIS – In a move aimed at strengthening its diplomatic capabilities and extending its global reach, France has unveiled a new initiative: the “diplomatic reserve.” This ambitious program seeks to recruit 1,000 individuals by the end of 2025 to support various diplomatic efforts, ranging from assisting citizens in crisis situations to combating disinformation and promoting French interests abroad. Foreign Minister Jean-Noël Barrot announced the initiative, emphasizing its importance in bolstering France’s diplomatic network, the third largest globally, comprising 163 embassies and 208 consulates general.
The diplomatic reserve will focus on three core objectives: providing public service and protecting French citizens abroad, particularly during crises; actively defending French interests in bilateral, European, and multilateral forums; and enhancing France’s voice and influence both domestically and internationally. The reservists will contribute to a range of tasks, including providing crucial telephone support to the crisis and support center, which plays a pivotal role in coordinating the protection of French nationals and managing emergency humanitarian actions. The recent conflict between Israel and Iran, which saw the crisis center handle 12,000 calls within 12 days and facilitate the return of 1,000 French nationals, underscores the critical need for such support.
The reserve will also play a crucial role in providing logistical and protocol assistance during major international events, such as the G7 meetings scheduled under France’s presidency next year. The diplomatic reserve will comprise two distinct contingents. The first will draw upon current and former employees of the Foreign Ministry, individuals with experience in French agencies with an international focus like the French Development Agency, advisors to French citizens abroad, and academics who have existing collaborations with the Ministry. With approximately 200 individuals already expressing interest, the aim is to expand this contingent to 1,000 members before the end of 2025. The second contingent will encompass volunteers and professionals from international solidarity NGOs, French associations operating abroad, international technical experts, think tank members, and business leaders, acknowledging their crucial role in advancing France’s economic diplomacy. The establishment of this second contingent will require parliamentary approval, with the legal process commencing next week.
The concept of a diplomatic reserve originated from President Emmanuel Macron’s address to the French diplomatic corps in 2023.
